Conservation Commission
February 1 , 1993
Page 12.
John Slavinsky stated this is in a Catch 22.
Ma kik stated the Commission needs documentation of what was there and a plan for
revegetation for the remainder of the bank.
Mr. Sherman stated assuming the creosote walls stay, a plan is needed to show that
they are properly engineered; if removed, a plan would be needed with alternatives
for stabilizing the slope. The Comnussion would need two alternatives, one way or
the other from John.
Mr. Slavinsky stated it would be required from an engineer, not necessarily him.
. Sherman stated it was recognized the first plan given to the commission testified
only to the existing conditions; we are talking about long-term. stabilization, it is
severe slope and if ties were to stay here, we need an engineer's stamp certifying they
are properly engineered, or if the ties were to not stay, we would need a plan stamped
by an engineer giving us alternative technologies for stabilizing the slope.
Ms Lannik stated the choice of engineers would be up to the Cardillos. Given the fact
this is an unstable situation we need it within a time 1. t.
Mr. Slavinsky stated he could probably get it before the health department within a
week, or two weeks, he does not know what their agenda i .
Mr. Homeyer asked Mr. Slavinsky concerning his mention of November13th?
Mr. Slavinsky stated you might notice if you go on the site, the topo may not be exactly
right; it really messed the place up.
Mr. Homeyer asked if the flagstone stayed in place pretty well and just went down what
was the stairway' n other words, no matter wham you came back with, you are going t
have to cone back with -something to keep the water from run=g over the edge.
Mr. Sherman will provide a written document to John stipulating all these items we have
discussed. He asked who letters should be seat to these days because some of his letters
have been returned?
Ms Cardillo stated they can be sent to her. Mr. Sherman asked if that was at the
address in Revere? She stated it was,
Mr. Sherman stated if the C ommission agrees with him, the proposal is that a plan o
long term stability is needed, if walls stay it should be an engineered plan, if galls
were to go and something replace them, ars engineered plan would be needed.
Mr. Cardillo stated that Mr. Sherman was talking about a stabilization plan.
There were many people spearing at once and transcription not possible.
Ms Lannik asked if Bob had finished his presentation? He stated he had.
Michelle Cardillo stated they are being asked to stabilize the hill in back or to
propose a plan. The hill has always been there; there has never been vegetation
except for one tree.
Ms Bannik stated that may be, but e don't have photographs; you tell us you are
sending us photographs to document what was on that hill. It has become destabilized
environmentally in a very messy condition so it has to be corrected. it has been
tampered with. we reed information id at it was like before. Whether it was a bare
hill, one tree on it, is not the point, the issue is how to stabilize it now between
