• Conservation Commission
,} March 12, 1992
Page 3.
Ir. Sherman asked if the elevation is above sea level where the trench is going's
Ms Sayres advised it is flat and is going away from the beach.
Mr. Sherman stated it is in Land Subject To Coastal Storm Flowage and is an existing
level area; he does not see a problem with this.
Mrs. Simmons asked if mitigating measures were necessary and was told they were not
because of the topo.
Mr, Homeyer thanked them for the excellent job that was done on Monomoscoy Island,
Mr. Dowling agreed to check on a portion that was disturbed and could be an erosion
problem.
NOTE: Motion made and seconded to close the hearing.
CLOSED,
8:15 HARRY DE ANG M S to permit the existing ramp, float and concrete bulkhead at
373 Monomoscoy load. Bob Gray of Sabatia and Frank -whiting of Eagle Surveying
presenting. Abutter notification receipts were provided. Mr. Gray advised he
colored the structures in yellow on the plan. Highlighted are the existing float
x 16, ramp 13 x 2-1/2, and existing bulkhead of 80 linear feet. Resources he
identified were the salt marsh in green and area between the two pieces of salt
march would be coastal beach. The Mean High Tide line is highlighted in red,
Me .r Low Nater is in pink. Landward of the bulkhead references historical.
Mean High Water. " here was filling done before the present owner.
Mr. iomeyer advised this was done between 1962 and 1964.
Mr. Gray stated the only thing they are asking for is maintenance in the Order of
Conditions to allow for continued maintenance of the present facility. It does
not have a license under Chapter 91 or Army Corps. Referring to page one, under
the introduction, they are ask=ing that the Commission allow him to extend his
ramp 3 feet and move the float out 3 feet to deeper water as it does bottom out
on extreme low tides. The only boat that he has is a 15 foot skiff with an
i
18 HP outboard.
Mr. Homeyer stated he continually backs the boat in and prop dredges the area.
i
Mr. Sherman stated there is no more than one foot of water at the end; if it
goes on the outside, it is easier to enforce. They have flagged a small portion
of dune to the northeast, Mr. dray advised, at the outermost edge. It does not
appear the present vessel =impacts on this.
Mr. Gray stated the coastal bank is non-existent. They =identified the bank as
Type ; it is noir Type ; land mass is less than 1 -- 1. It is not in ars ACEC.
Nor. Sherman stated at the top of the seawall there is an area that is slumping;
some material was sucked out beneath. He would have a problem with perpetual
maintenance.
Mrs. Simons stated the steps show erosion and deterioration*
. r
