Conservation Commission <br /> April 16, 1992 <br /> Page 2. <br /> Y' <br /> In Cape Cod Commission hearings, Mr. Hocea hired Win. Warwick to tie in to the <br /> seawall in the future and bring fill in to protect the Nocea house. He does <br /> not know the stags of this. <br /> Walter lagneau: There was nothing there before 1985 at the Nocea property. <br /> Can he protect that property? <br /> Mr. Hayes advised, based on potential damage to the Belkin property, BSC has <br /> been able to get an order of Conditions to protect the Kolb and Burke property. <br /> It will allow revetting of this property and construction of a home, pending <br /> proper permitting. Because of impacts to structural integrity and impacts to <br /> Clamshell Road, he may be male to armor that property. <br /> Toe stones will be above the ten year storm event. <br /> Beach grass will be planted with Rosa lugosa and bayberry at the top of the <br /> revetment. Right to access the beach will be protected with no work between <br /> Mean High Water and dean Low Water. Beach nourishment will improve that. <br /> They will tie the revetment in to William Kolb's revetment who will be tied <br /> into Mr. Blin' , Beach nourishment will be placed by payloaders with very <br /> wide tires at the toe of the revetment, below Mean High Nater. <br /> Mr. Mayes stated they would like to stress that they will work very closely with <br /> the Commission. They'wil.l. bring in a compatible grain size analysis. They <br /> would ask that the Commission work with thea to ensure that if a severe storm <br /> event is predicted, the Commission will allow them to take appropriate steps, <br /> Mr. Sherman advised the Commission was asked more than a month ago how to <br /> expedite the process. Michael Grotzke was told, for a project of this complexity, <br /> the Commission would invoke their right to call in a consultant for a study. <br /> Mr. Hayes stated he was authorized, and a letter was seat, that the Trust had <br /> authorized the expenditure for this purpose. <br /> Pat Lawrence stated she had a check with her for this purpose. <br /> VOTE: Motion made and seconded to obtain an independent study by Stan <br /> Humphries for this project. Unanimous vote. <br /> Mr. Hayes advised they wished to afford Mr. Sherman the opportunity to work <br /> with them as to how he feels about certain contractors. <br /> M . Coffey stated the presentation was excellent. <br /> Public comments were requested. <br /> Mr. Pardeneau, property owner 200 feet east of this wall, stated he is concerned <br /> that as each wall-is put in, the property to the east loses ground, which has <br /> never failed. They feel they will be the ultimate losers. <br /> Mr. Sherman urged hire to put his concerns in writing. <br /> Mr. Iardeneau advised at a normal high tide, you cannot get by. <br /> Mr. Hayes advised those rocks are going to be removed. Further, he advised <br /> based on a court injunction they will not be using Clamshell Road for off- <br /> loading or for materials. They will comply. <br />
