The hearing began at 7:22 p.m. as Mr. Pulsone was awaiting <br /> the arrival of his consultant, Jack Landers-Cauley presenting with Mark Howland <br /> and Mr. & Mrs. Pulsone. <br /> CAULEY: We have, in connection with Mark Howland, preparers documentation for <br /> Mr. & Mrs. Pu.lsone. The purpose of this meeting is to answer questions we were <br /> unable to answer back in December and look at the project more carefully in view <br /> of the questions the board had. Since then, you have a report submitted-by Mark <br /> Bowland and I have prepared drainage calculations, as well as a sketch plan to <br /> generate ideas about the project. <br /> I prepared a drainage calculation at 2.7 inch, 10 year storm event, to ex- <br /> amine the site for it"s capacity as a vernal pool. I am not certain of all of <br /> the intricacies of vernal pools and their habitats and what qualifies thea, <br /> other than I looked at them from a drainage standpoint and made a decision a <br /> to the volume of water that reaches there and anticipated detention time of <br /> the water in the area, not just lot 49, but 31 and 49 in conjunction. <br /> I did not see a sale out there but after an on the ground instrument <br /> survey on lot 31, it was clear to me we have a saddleback, two low-areas with <br /> a slight hump in the middle. Indeed, here is a connection there. A, swale is <br /> a different ging than a saddleback. A Swale is a very defined area, quite <br /> narrow with a channeli ation of water. This is more a broad over-topping, almost <br /> like the cresting of a bean type situation. That is not an issue with me. There <br /> is a connection dere at some time; I am- not sure of the frequency, but here is <br /> a connection, <br /> We looked at lots 31 and 49 and the total watershed area of those two lots <br /> because they are, in essence, the same watershed area and went through some <br /> calculations as to whether or not they are Isolated Land Subject toFlooding; <br /> also, the characteristi <br />
