Conservation Commission <br /> February 21, 1991 . . <br /> Page 10. <br /> WS. mmons stated, until the is established, they will be exposed. <br /> Mr. Sherman stated when he was there the other day it was noted there is channel- <br /> ized erosion beneath the stairs which must be addressed. <br /> Mr. Grotzke advised that would be part of the subsequent filing but it could be <br /> addressed now by haybales. at the top of the stairs to prevent water running down <br /> the slope. <br /> Mr. Homeyer suggested it should be donw when the stairs are out and Mr. Grotzke <br /> agreed. He asked if they will be using rebar and wire and was told they would <br /> not., only reinforcement. Wire needs to be close to the surface and is sub feet <br /> to corrosion. <br /> Mr. Homeyer would like to see it be permanent and withstand storms. <br /> Mr. Grotzke advised the condominium trust is trying to get the financing for this. <br /> Hopefully, the Notice of Intent will be filed in a month and they would like to <br /> proceed before fall. <br /> Mrs. Simmons would wast to see no heavy e Uipment. <br /> Mr. Sherman had concerns about how it will be until the bank is refurbished and <br /> questioned whether this goes beyond a typical RDA? Mrs, Sirmnons expressed the <br /> same concerns. <br /> It was noted the initial stairs were put in before 1985. <br /> Mr. Grotzke pointed out the Notice of intent is not three years old yet and they <br /> could possibly rebuild the stairs under that Notice,, <br /> Mr. Sherman stated the stairs will be replicated but the bank underneath the <br /> stain has changed dramatically. <br /> Mr. Grot Ae would be wil ling -to include in the condi t i ons that they Will vegetate <br /> and stabilize. He would have.no problem with planting beach grass or to use <br /> h ybale dikes. They will restore the bank lata summer, 1t will have a beach <br /> nourishment mandate of its own. <br /> The Chairman called for conments. <br /> Norman Dyes of BSC .Group advised tomorrow morning there will be a landscaper on <br /> the beach with hire to review m u hop who has come up with a planting plan for <br /> under the stairs and the entire bank,with indigenous species. He is doh a <br /> A plan for the Federal government which will be put into the final FEIR within <br /> the month. Stabilization of the coastal bank is an entire section of the FF1R, <br /> Mr. Sherman asked why an FFIR is required?.. Mr. Hayes advised because in excess <br /> of 500 feet which triggers the MEPA thresholds. <br /> Mr. Sherman asked if activities proposed by Mr. Grotzke will increase instability? <br /> Mr. Homeyer did not believe that it would; the pilings will add a form of support <br /> the bank can hold t . <br /> Mr. Dyes pointed out there is no other access down to the shore and people are <br /> using the stairs every day. <br />
