Conservation Commission
February 21, 1991
Page 11.
MrS. Simons asked if Mr. Grotzke would be agreeable to the Commission conditioning
the RDA and he agreed.
OTE: Motion made and seconded to find a negative determination with conditions.
INDIlM WITH COMITIONS,
8:00 PENINSUIA C UNCI L, IW, for a Determination of Applicability on the
proposal of High Wood Nater Company to increase withdrawal of ground and surface
water and the applicability under the Wetlands Protection Act and the Mashpee
Bylaw at the well fields off Rock Landing Road.
Mary Scanlan, Chairman of Fells Pond Committee, advised there is concern with
Highwood Water Company's application to withdraw water and any possible alteration
in the level ofthe grater in the pond.
Mr. Sherman advised Tori F data had asked him to review the study and he agreed that
Fells Pond could be affected. There are also other wetlands in the vicinity. It
is an issue that does bear upon the Commission's responsibility. He suggested the
fee should be waived.
John Fitzsimons advised he received a copy of the application and comments were
requested. He shared the concern that Fells Pond is fed by surface water. Studies
show that amount of water to be pumped would affect ground water level. The pond
is continuing to go down and down.
4
Mr, Sherman made comments to DEP Nater Resources Department that there would be
change in the water table, Under the Wetlands Protection Act if changes are near
a wetland, he feels there should be a filing,
Dave Rich of Highwood Water Co. , stated a filing was made with DFP for the period
of the next 25 gears, The baseline was established taking average flows from
1981 through 1985. The increase goes from .14M gallons t .92. It would bring
the average daily withdrawal up to .92 in the year 2010. Pumping tests clone show
1365 gallons per minute, per day that would be pumping 1,960,000 gallons. They
are asking to withdraw less than 49 of what this test was dome on. TheCommon-
,wealth of Massachusetts will be the body to permit any certain amount.
Mr. Sherman stated, from the engineer's report, the Cone of Depression extends
upgradient north 90 feet, downgradient south 600 feet and laterally 900 feet,
total width. Is it correct that Cone of Depression means there Will be an
alterat-.on of surface ground water level?
. Rich advised Core of Depression means the area they will draw water from, it
does not mean a constant ground water level. change.
Mr. Sherman pointed out it does not sac there isn't either, There are Wetlands
within that circumference and the matter should be referred to DEP. He recomends
positive determination.
Mr. Homeyer asked if the town purchase of Highwood water would open it up to a
greater draw.
Mr. Rich believed the town had applied for a greater amount, however, if the
town does purchase Highwood, the two permits will be lumped together.
Mr. Sherman stated if a positive determination is oracle, Highwood Nater would
have to file a Notice of Intent and furnish the Commission with details on the
figures,
