Bob Gray of Sabatia and <br /> Frank whiting of Eagle Surveying presenting. Abutter receipts were presented. <br /> Notice and plans were submitted as an after-the-fact filing for a stairway, <br /> walkway and two floats. <br /> Mr. and Mrs. Loge hope to obtain Chapter 91 waterways permitting, Water Quality <br /> certification and Army Corps. There are .four resources: Coastal Bank, Salt Marsh, <br /> Land subject to Coastal Storm Flowage and Land Containing Shellfish. All structures <br /> are existing with no enlargement proposed. The stairw r on the coastal bank meets <br /> performance standards. He did not see any signs of marsh vegetation adversely <br /> affected. There are ' linear feet of ramps and floats. There was no survey <br /> - done for soft shell clams; they are making a judgement that the habitat is con- <br /> dusive to shellfish. The area appears not to have eel grass in the area of the <br /> floats. <br /> Paul omerville's statement was read into the record. He did not feel it is a <br /> significant shellfish area but there are some nearby. <br /> A letter from an abutter., Gertrude Simmons, was read into the record and photos <br /> provided were reviewed showing the floats bottoming out.- <br /> John <br /> ut.John Ferriday, an abutter, was concerned with the proliferation of floats on <br /> this dock. The third was added this past suer, the second was added approx- <br /> imately 1988. He has no problem with the dock. <br /> Mr. Gray stated the floats look like they are resting in sediment; other than <br /> increasing the length of the structure to, be in deeper water there is not-much <br /> that can be clone to help keep it from bottoming out. Stops could be attached. <br /> Mr. Coffey asked him to comment on impacts of the existing floats, <br /> Mr. Gray stated without a real shellfish survey he would have to beg off. <br /> -Bottoming out is going to be an impact to the organisms that are there. Going <br /> out deeper might be a navigational hazard. He did not know the exact type of <br /> boat the Loves have. <br /> Mr. Sherman advised the Loges have been cooperative. He would want to know the <br /> size of boats attached to the floats and has reservations about the added Float <br /> because of Pain's comments and the delicate shallow area. <br /> Mr. Desrosiers stated here is 276 S.F. of floats with a 45% increase. He <br /> would like to see that on a plan, <br /> .Mr. Coffey stated there is some question about documentation of 9what is at the <br /> moment. Floats that bottom out chronically are not appropriate and he would <br /> not accept that in a new structure. <br /> Mr. Sherman felt it would not be appropriate to allow something that occurred <br /> in the past year to bottom out. He asked whether this has to go before Zoning <br /> Board of Appeals to legitimize an existing dock? <br /> Mr, Coffey asked Nor. Whiting what he would consider an appropriate solution? <br /> Mr. whiting advised with new construction they would probably apply for a <br /> longer pier, .put in fixed pilings to put the boats on with stops on there. <br /> He really would not want to see a longer clod or fixed pilings in that area. <br /> Mr. Gran stated with fixed pilings there would be a potential for 1.ce damage <br />
