Conservation commission
January 25, 1990
Page 8.
Mr, Zeppenfeld referred to a note from Jack Brown, after one of the hearings,
that the commission was looking to have these planted perpendicular to cut
down on traffic, also s ething about limiting run-off, Jack Drown responded
grass was better to cut down surface run-off and trap sediments than bushes
would be.
Ms Behrman asked for documentation that grass would be better. At D.E.P.
seminars it has been stated that loamed grass is a flat dense surface that
does not have the#penetration. The bushes stipulated in the plan sucker out
and if allowed to grow naturally will cover the ground.
Nor. Zeppenfeld stated the grass is well established now, without the bushes
and the sprinkler system is not complete,
Ids Dehrman referred to a wash-out down by the stairs and was told that was due
to spring rains, there is no run-off.
Mrs. Simmons asked if ped striae traffic would not wear down the grass and
where are the people going to walk?
Mr. Zeppenfeld stated not right on the face of the bluff but in front of the
cottages, They presently are being restricted from using their own land.
Now, you can go right up to this; it is a personal preference to walk along
the front of the bluff.
Ms Dehrman asked if he was saying there was no problem with access to this
area right now; the reason for presenting this application is because they
claire there is a problem with access.
Mr. Zeppenfeld stated there is a problem to go along the bluff continuously
without trampling over these bushes.
Ms Dehrman stated that was specified as the intent of that plan i n theprev-
ious application.
Mr. Zeppenfeld stated it was requested by the Commission at the hearing to
stop traffic.
Ms Behrman asked the number of units and was told 190 - 192.
Ir. Sherman stated the resource area. is the bank but anything taking place in
the buffer zone thought to impact the resource is within the ,jurisdiction of
the Commission.
. Coffey stated he walked the area to the highest point of the slope and
would be concerned if it becomes a "buffalo trail".
Mr. Zeppenfeld stated right now they have something that is working.
.
Mr.. coffe,y stated he was impressed with the Rosa Rugosa buffer. He did not see
the purpose of the fence on the downside of the slope. The toren plantings
now will not stop traffic. The commission' s goal is to insure stability of
the bank and he feels this will be done with the Rosa Rugosa.
Letters were read into the record: Patricia Lawrence, Maushop Managing Agent;
Richard G. Parsons, John & Betsy Henning - opposed; Maureen and Reginald
Huggins in favor.
