1
of work it has to be done at the town Is expense and it could be quite expensive
$1-43.,000.00 has been allocated to replace Barrier Beach to its natural state.
. Kondochriste o f to d what he thought was an error on #4 of the Notice of
Intent where., referr g to distance of runoff., it reads "Sound"* He further
said that he -wishes he had the photographs they show that the wave action.
brought the water in towards the Bay, not o. towards the ocean. Mrs. DeLory
had an old aerial 7potograph ► use for comparison, showing breakthroughs. Mr.-
Hennigan
r.Hennigan has one map ,that shows it all the way to Cotu t - he has one map from
1893, also 1949 and 1961, the 1949 map shoring hair -far the Spit went over t
Barnstable and. C o tu.i t o
mr, Hennigan put in a surprise appearance and said haat the reason for the
continuance is simply that we need more input from other ,sources so that we can
make ,a definitive decision on this project and that's all he can say a the o-
ment. He was asked haw they are expected to recover those sands. The propos-
ition, as it is understood, is to r ecaver the material that has core off of the
Spit to the inward nide aa you dig it up and put 'it on the Spit« Mr. Hennigan
was asked if he is going to be using a dredge or a suction pipe and he said he
doesn't know., thatis why we're having a continuance - DQE is going to supply us
with additional data - they approve, but we need the data. He also said haat
the funds that are- available won't be available until the spring and he wants
ev ry ,ping to be right so we will be able to get the funds.
Mr. LeClair asked for what purpose is all this work to be done and- Mr. Herr
nigan said that the maim purpose is to restore the Barrer Beach. He said that
the photograph on hand does not depict the actual conditions out then nor we
have three larger coat-throughs right ncw. if the cutthroughs aren't,restored- 4
and stabilized naturally., this whole thing wiU carry away - we Ill have Poppones-
set Bay, period - we could put tankers in there. The water level is going to
rise a- this is a protective barrier for the Mashpee River Corridor.
Mr. Blakeman asked if this involves ,Little Thatch and Thatch Island and
he was told it does* one of those is owned by the Audubon Society (not being
touched) - Little Thatch is the Ta xi of Mashpeeo Mrs* Studley asked if all of
this land belongs to the Town of Mashpee and she was told it does not. Mr. Henm
nigan sa.d-that we do have waivers from certain i div due ,. Audubon is willing
to go along with it. He also mentioned that the terms are coming back* We want
to restore the barrier* and replant in kind with rosy rugosa, etc. we hope to
get this type of media from Barnstable able County Soils and other sources. Af ter we
get Barrier Beach up to a certain elevation, thea we want to replant to save it-
for the wildlif e and the shell_fish .ng in the Bay, itself. He further said that
this is a barrier beach for flood plain re as ons we want to keep it and if we
i don't the whole environment of the Bay will change completely. The water levels
will increase and get higher and higher - _ people will bre out there with sandbags.
In response to a question from M . Brown, Mr. Hennigan said that we are not
going to open up any channels s- nothing to do with dredging , at the moment i
doesn't, and he doesn't foresee -that we will be involved with dredging. Mrs.
DeLor7 said that one of the biologists suggested building starting from the in
land and working outward. Mr. Hennigan said that this is the reason for -the cone- .
tinuance get input from experts in the field. At this point,, it was determined
that ever body in attendance is ]. for i .
5
Mr,& Brown wondered :.f it wouldn't continue to gash out again and Mro Hennigan
. 2
