William Warwick was present to represent the applicants who are p o- <br /> p : .i.ng to construct a three-bedroom family dwelling within 100 feet of a. <br /> conservation buffer zone. <br /> Mr. Warwick explained that he originally submitted an abbreviated form <br /> however, was notified by DEQE that the pro ect alters more than .1 ,,000 sg <br /> ft. of a buffer zone T therefore, requiring Form 3. Mr. Barwick presented <br /> the Commission with their copy of Form 3. He told the Ccinimission that. <br /> the plans all remain the same. <br /> Mr. Warwick pointed out the mean high and mean low water lines as well as <br /> the conservation easement which was established on the land court plan, <br /> The dotted line on the plan represents the top of the bank , which Mr. War. <br /> wick explained is not even on the property. He told the Commission that <br /> the lot is relatively flat. <br /> Warne asked why the lot did not extend out to the water? Nor, Warwick ex- <br /> plained that there was another lot there which is owned by New Seabury <br /> ( Lot #163 ) 0 <br /> r, Warwick stated that four resources were involved: the buffer zone', <br /> the coastal bank, the salt marsh and lard containing shellfish. He said <br /> that there was no direct impact on the salt marsh because the marsh wet. <br /> land is situated on adjoining property and the petitioner has no access <br /> to the .dot. His eornment on coastal bank was that the top of the bank is <br /> situated on adjoining property and would not be altered because of environ. <br /> meatal reasons and legal consequences or illegal encroachment, There would <br /> be no impact on land, c taining shellfish because there will be no concen- <br /> trated points of surface drainage discharge and no apparent erosion at the <br /> meati high water lire or at any point along the top of the bank. <br /> Wayne commented that the lot i high and dr , r. :�arw�.ck stated that it <br /> is situated at 11 deet and not .n the flood zone 'but the flood zone reap <br /> does call for it being ars -11. <br /> Mr. Warwick explained that they went with flow diffusors for the septic <br /> system- and that they hit ground water at 1.1 feet, The bottom of the system <br /> would be at 7 feet. <br /> Charlie asked what king of drive he was planning. Mr. Warwick replied that <br /> it would be gravel or shell drive. <br /> Wayne asked if the house iwould have a cellar. Mr. Warurick replied that it <br /> would be a crawl space. <br /> Charlie asked if he was going to change any of the elevations Mr. Warwick <br /> replied "no, that the floor has to be above floodplain" . <br /> Wayne asked if all the fill would be taken off the site:€ lir. Warwick re� <br /> plied "yes". <br /> No further questions were asked. The Commission issued ars order of condi - <br /> t-ions which is to be held until a DEQE number is received. <br />
