Mashpee Conservation Commission
mutes of July 13, 1983 Page
Hearincl of John sullivan, cont,
Wayne Tavares commented that the house Is right near the top of the slope
and that the hay bales were going to be placed at the 74 foot contour
Chairperson Studley asked that the Natural Resource Officer look at the
plan to see if it was the lot in violation of the vegetation which was
stkipp d. Rob Sanders, the Natural Resource Off icer pointed out the
area where the violation occurred on the lot next door, which is also
owned by Mr. Sullivan,
Peter Durmer asked Mr. Raymond why the owner warted to place the house
so close to the edge of the bank. Mr. Raymond replied that he would like
the view of the Mashpee Pond. He explained that if he pushed the house
back, he could get into a breakout situation with the septic system through
the sloping of the land as he would have to fl1 more land. Peter Durmer
commented that he was only speaking a few feet. Wayne Tavares explained to
Mr. Raymond that the Commission usually asked that it be kept back a cer-
tain distance from the top of the bank as he would need another 10 to 12 ft.
for working space: therefore, wiping out another area which would be open
to erosion, Wayne told Mr. Raymond that the hay bales should be placed on
top of the slope; thereby, pushing the house back. Mr. Raymond maintained
that the .house would have stay as shown for the septic system because
of the overflow. He asked how far the C mmiss-.on would -request that it be
pushed back from the bank. Wayne replied "lo feet". Dorothy said that it
should be 20 feet from the top of the bank. Wayne said that if it were
pushed back 10 feet it would not hurt it, but 20 feet would, Mr. Raymond
asked the Commission to review the septic system area - as he def initely felt
that the overflow would be a problem if the house were pushed back. Wayne
said that he would recommend some sort of a retaining wall be built if the
house had to stay as shown.
Peter Durmer commented that the house was 40 feet across the crest and asked
if it could be set the ether way on the lot. Mr. Raymond commented that the
lots are very tight and that they are within two feet of the side lime re-
quirements,
'Mr. Raymond told the Commission that -he would consult with the owner to
see if the house could be pushed back. Chairperson Studley told Mr. Ray-
mond that any revisions should be submitted to the Commission prior to their
next meeting which will be held within two weeks.
Hearing of max and Anne Kaufman, Lot 630 Gleneagle Drive
Mr. William Warwick and Mr. Priestly were present to represent the applicant
in an intent to construct and maintain a three--bedroom dwelling, to construct
stone rip-rap wall and to remove ,snags and dead vegetation from drainage
area within loo feet of an isolated wetland area.
Mr. Warwick explained to the Commission that they have a situation where
they want to reclaim an -area of isolated wetland and provide an equal amount
o excavated area to maintain the drainage basin which is provided for in i
the new regulations. Mr. Warwick told the Commission that the isolated wet_
land has nothing to do with the ground water system whatsoever as they dug
a test pit 12 f eet deep (which is below the water level of the basin) . He
commented that they built a swimming pool on lot 41 and went down 14 feet
and still did not hit any water at all.
