{
minutes of Conservation Commission
anuaty 4, 1984 Page
like to reinforce that. She said some of the other questions they had
on the plan itself related to actual datum references and references o
elevation. Miss Collins said that when you are working in the beach en-
viroriment, you have to key -things in under permit' regulations to mean
high grater, Lean low water, spring high water and those kinds of things.
In order to do that, there has to be established data. She said that
Mr. Joy referenced mean high water as 2.6. She commented that they were
hard put to find datum and references to those particular points.
Miss Collins said that they were interested as -to what the construction
method would be and now they understand that it will be a pumped-type of
operation with cement trucks at the top of a .coastal bank and down. She
said that since they have had problems in locating some of their heavy
machinery at the top of- a coastal bank, they would like a little more
spec' fication as to how close they will be and what the Commission will
allow and if not, what the construction method on the beach will actually
be., as far as the impact of the salt might have.
Mi es Collins said that if this wall is allowed t6 be constructed, there
doesn' t appear to be a plan for access for pedestrian usage of the beach.
She said unless they are channeled in some way there could be -a potential
impact on the face of the bank and the vegetation,
Another concern of Miss Collin' s was the aesthetics and whether--or not a
more natural rock type structure would blend in better.
In answer to Miss Collin' s concerns , Mr. Joy said that he was a little bit
surprised that she shored up tonight beoause they are proposing this on
lard owned by New Seabury. He said that he talked with a representative of
New Seabury extensively about the wall and they never expressed any of the
things mentioned to him*
Mr. Joy said that with respect to the comment made about a vertical faced
wall that it is not 'a vertical faced gall. He said that it is a c r agated
faced wall and that it does not act in the same manner as a vertical-faced
wall does. He said that they know from experience that they do not get
erosion from this type of exposure from this type of a gall. He said that
this particular design has evolved to overcome the things that Diss Collins
is concerned about.
With respect to the beach nourishment program, Mr. Joy said that he had no
objection to nourishment. He said that from a practical point of view that
for a section like this , the nourishment is only a passing thine and for
that reason they have not tried to design a wall to require nourishment,
With regard to run- off, Mr. Joy said from what he has observed during rain
storms, there isn' t much run-off at the top of the barik. He said with the
two developed lots, there are lawns and an extensive row of bushes. Ije
commented that the lots slope toward the street. i . Joy said that the
ground has a certain amount of percolation to it. He pointed out again that
there would be weep holes in the wall,
i
t
