He <br /> said that it would be appropriate if the order of conditions requires <br /> vegetation to the banking. <br /> March asked what other methods have been tried prior to this": Mr. Joy <br /> replied that he is not aware of any. <br /> Pauline asked if there were any further questions-P <br /> Peggy Collins of Cape Cod Survey Consultants stated that she had cormment <br /> She said that they are currently employed as engineering consultants for <br /> the New Seabury Corporation and the Maushop Village plans. They .have no <br /> problem In proposing or allowing to be, proposed an erosion control struc- <br /> ture for protection of property pre-existing. They do have some concerns <br /> in what they consider in an environmentally sound manner. Miss Collins <br /> pointed out that under section 30.3 that an erosion control structure under <br /> the state regulations is not permitted because the dwelling did not exist <br /> before 1978. She said that she did not have any information of when the <br /> houseson-site existed. She said that it is questionable that it can be <br /> permitted unless the variance procedure is followed with <br /> Another concern is for the design of the wall itself which shows a vertical <br /> and smooth face. The measure i .- which they suggest, is a roughened face tae- i <br /> cause it breaks up the gave action. Miss Collins said that with a straight <br /> wall structure that the scour does occur and it occurs at the base. She <br /> said that they often suggest that whenever a. rock wall or cement wail is <br /> suggested that it should be accompanied by a nourishment program to feed <br /> the waves that are coming in and also to provide a base support in front <br /> of the structure itself. She said that it was not uncommon for this sec- <br /> tion of beach to and rgo a one to two foot change in sediment patterns and <br /> to expose the footing <br /> Pauline said that she has personally seem a five foot change from one storm <br /> to the next. <br /> Miss Collins said that the point she was trying to make was when you are <br /> talking about a two to three foot burial structure of this type, it can be- <br /> come exposed in a relatively short period. <br /> She said that they realize that some time has been spent addressing the <br /> proposed activity of on-corning wages. Miss Collins said that through their <br /> efforts, at Maushop village in particular, they have had a lot of problems <br /> with run-off and the problems caused at the top of the bank. She said they <br /> had some questions with the information that doesn' t appear to be furnished <br /> s to ghat exactly the upland drainage characteristics are and what measures <br /> are being taken to discourage the 4ulleying from the top and the carrying of <br /> sediment down. <br /> Miss Collins said that Mr. Joy felt that the Commission should address vege- <br /> tation.
