In this particular case because of the nature of the <br /> material in the bank, they are supplying a stone drain behind with weeps s <br /> that it will have a way to relieve itself in case of overtopping. He said <br /> that it does not need it, but in this particular case, it is appropriate. <br /> Charlie asked if Mr. Joy heard anything from any of the abutters-4, Mr, Joy <br /> replied that the abutters are supportive. He said that there are homes on <br /> two of the lots and that the Commission issued orders in the fall for the <br /> other lot. He said that the Board may ask the question: "How can we per- <br /> mit a wall on lots which do not have houses on them prior to 1978?" Mr. <br /> Joy asked the members to read section 10.30 carefully when doing their de- <br /> liberating. He said that he feels this i-s the best method. He said that <br /> they do not just do this type of structure as they design wood bul] head , <br /> stone revetments, groins and all types of things, <br /> Mr. Joy explained that as the waves attack the wall, remembering from <br /> physics that the angle of reflections equals the angle of incidents they <br /> never reflect directly back. In this type of a walk., they never reflect <br /> directly back on each other and they work to cut each other down, which <br /> creates a calming effect on the incoming waves. <br /> Joy said that the wall would be back-filled almost to the top mainly <br /> because the wind will lay material behind the wall. He said that they <br /> would not only recommend beach grass for vegetation, but something hardier <br /> than that. <br /> Jean commented that the area seems to be much , sinaller and more conf fined i <br /> regarris to digging and relocating sand as compared to the Well t"leet area.. <br /> �V'r. Joy said that it appears that way because it is all done and is five <br /> gears old. Jean commented that there doesn' t appear to be much frontage,. <br /> Mr. Joy replied that they plan to put a large track backhoe pretty much <br /> like the crane which has been working down at Maushop. They would exca- <br /> vate and cast the concrete footing commenting that they might have to pump <br /> because of ground water. He said that the concrete would be placed over <br /> the bank 'with a bio-concrete pump. He said that the only pieces of equip- <br /> ment which they will need on the beach is a small loader and a backhoe, <br /> The loader would be to move the concrete if they couldn' t pump it; but it <br /> is their anticipation to pump everything from above. <br /> Mr. Joy commented. that the interests under the act which the Commission has <br /> o address are storm damage prevention and flood control. He said that the <br /> other concern which the Commission might have is that there is a beach <br /> nourishment program currently going on in the adjacent areas. Mr, Joy said <br /> 'that they would encourage the three property owners to participate in the <br /> beach nourishment program. - He said that the proposal which they are raking <br /> is not predicated on the need of beach nourishment in front of the cobble <br /> .beach. He commented that it certainly would be a plus! He said that the <br /> area takes a heavy wage in a south and southeast storm and no matter ghat <br /> you do the sediment will move along the beach.
