Conservation corrmission <br /> F <br /> Meting of Tune 13, 1984 Page 2 <br /> Hearing_of Francis Labrecque <br /> The hearing scheduled for Francis Labrecque to construct a 15"1 x 171 <br /> addition onto' an existing house located at 93 Capstan Circle was con- <br /> tinued until meeting of July 11th at 8 :45 p.m. due to lack of abutter <br /> notification. <br /> Hearing_ of Arthur Brecher <br /> The hearing scheduled for Arthur Brecher to construct a 121 x 321 addition <br /> onto an existing home located at 12 P ckeral Cove Road was continued until <br /> the meeting of June 27 at 8 :30 p.m.. due to request by Attorney iii crane for <br /> a continuance as plans on file were to be amended. The Commission also re-- <br /> queste 'abutter notification. Mr. Slavinsky replied that he had notified <br /> the abutters and would bring the list. <br /> Hearin of william O' Connell - S303-354 <br /> The hearing for William O'Connell to construct and maintain a single- <br /> family residence with attached deck and driveway at lot 721 Little Neck <br /> Lane was held as follows. Mr. William Warwick was present to represent <br /> the applicant, He presented a list of abutters to the Commission. Mr. <br /> Mrs. Viita were present. Pauline DeLor r rade mote that the notification <br /> tion <br /> of the hearing seat to Mr. ' Connell .o/o Mr. Slavin was returned to the <br /> Commission. Mr. Warwick said that he changed his address. Mrs. - DeL r <br /> commented that DEQE recommends wetlands regulation 310 IR 10.30 be re- <br /> viewed;- <br /> e- <br /> viewed;- Also, a Chapter 91 License or Permit is not required. <br /> Wayne Tavares asked Mr. Warwick how he knew to notify the abutters, Mr. <br /> Warwick said that he always aces abutter notification because it is one <br /> of the Commission' s requirements from way back. <br /> Mr. Warwick said that it is within the New Seabury special permit 155. 216 <br /> zoning setbacks. He said that they went to the Board of Health to get a <br /> variance on the street lime setbacks for the septic system which is 5 feet <br /> o the reserve system instead of to feet. Mr. Warwick told the Commission <br /> that he would send them a copy of the approval for thein records. He said <br /> that the waterline serving Little Neck Lame runs down the opposite side of <br /> the street. <br /> Mr. Warwick said that the deck is 18 feet off the edge of the wetlands. <br /> He told the Board that they are dealing with a buffer zone and a coastal <br /> bark. He mentioned that the Little Neck Lame area splits the okway Bay <br /> area from a marsh area. He said that as far as he is concerned and DEQE <br /> is concerned, it has to be a coastal Dank .eren though it is inland. He <br /> said that the marsh area is seaward of Ockway Bay so there is no velocity <br /> involved. <br /> Pointing out the site plan, Mr. Warwick said that they were putting in hay <br /> bales along the 1 foot contour and then going up to 14 feet on the north <br /> side just to keep any temporary construction erosion from occuring. <br /> Mrs. Viita asked if they were planning to put fill in the area. mr. Warwick <br /> said that the fill would code from the foundation and that they are not <br /> bringing any material in, All excess fill will be removed from the situ <br /> He said that the reason for the contour area under the deck is to make <br /> patio area under the deck as there i a walkout from the house.
