V <br /> MINUTES--NOVEMBER 1 ,2013 <br /> XAS11PFE AMERICANS WITH DISABILI'T'IES ACT COMMITTEE <br /> MASHPEE TOWN HALL :oo p.m. <br /> Present: Robert Wooldridge, Beverly Wooldridge, Ch rtes Maintanis, Nfichele Brady, Tricia <br /> Parolski, Kathleen Moore. And Carol Sherman <br /> Called to order: The meeting was called to order at 2:0p.m. by Chairman Robert Wooldridge <br /> Discuss concern with "beeping" noise from tree light at Great Neck load North and <br /> Dowell Road. <br /> { <br /> Chairman Wooldridge explained that the light at great beck Road North and Dowell Road is <br /> concern. Mrs. Jackie Spinney, who lees at this intersection, explained how annoying the noise <br /> is. It interrupts her sleep and in nice whether she cannot enjoy her yard. The beeping noise is on <br /> all the time, day and night as the light cycles change. Mrs. Spinney asked that the committee <br /> look into possible solutions The question before the committee is whether it should or can be <br /> turned off+ Carol noted that the mechanism has to stay there in case someone with a disability <br /> moves in. Bob spoke with Tom Mayo, Assistant Town Manager who spoke to a number of <br /> people from ADA, AAIB and the Department of Transportation_ This intersection is not under <br /> the jurisdiction of the Department of Transportation. AAIB regulations don't address it and ADA <br /> is just concerned with the accessibility. Bob proposed, since it is not a heavily traveled area for <br /> pedestrian traffic, the mechanism should be turned off and if it is needed later, it could be turned <br /> on again. Bob was going to speak with DPW to see if it could be connected to a push button. <br /> Motion: Tricia P'arolski moved that the beeping apparatus on the traffic light at Great <br /> Neck Road North and Lowell Road be disconnected and to revisit the issue if someone with <br /> a vision impairment moves into the neighborhood. Seconded by Bev Wooldridge* The <br /> motion was approved unanimously. <br /> Mrs. Spinney thanked the members for their support. <br /> Approval of Minutes September 13, 20136 <br /> Charlie noted the words "except handicap parking" should be added on the second page. <br /> Motion: Charles Mainta is moved to approve the minutes of September 13, 2013, with one <br /> change, seconded by Tricia Parolski. 'dote unanimous. <br /> Discuss state-wide initiative to curie misuse of handicapped parking placards and <br /> 4 <br /> handicapped partying violations. <br /> Chairman Wooldridge referred to information he received from Jeff' Douga.n at MOD regarding <br /> -a state-level irfitiative aired it curbing the misuse of handicapped placards and parking <br />
