Mashpee con,servation Commission
Meeting of July 10, 1986
Page 2. EXECUTIVE SESSION.
Mar Brownspeaking_ - continued
Well , it seems to me that we discussed the ratter last week and we decided,,
with all members present, that it rade sense for the commission to reorganize
in September when we would all be here. I think that to elect new officers
tonight would be unfair to the people who are not here. I also think the
Selectmen don' t have the power to demand that we reorganize.
Elliot Rosenberg : "I will sit as chairman and open the meeting to comment
by any member, taking your comments in Polly. ,I will take the comments of any
member with respect to this matter.
Stephen anTol : "There is no charter that governs this?"
Mr. Rosenberg : " o. I would suggest that after we get through with comments,,
the chairman would reopen to a motion either to proceed to reorganize or to
defer reorganization and thea it would be up to the members of the commission,
here this evening to -vote on that. May I. first, before we have any further
comments , have a notion to include in -the minutes , so that it is comolete,
the memorandum of the Board of Selectmendated July 10, 1986 to March duPont',
Chairman of the Conservation Commission,"
VOTE: Motion made and seconded to append to the minutes , the memorandum of
the Board of selectmen dated July 10, 1 986 to March du Port, chai man.
Unanimous Vote.
Carol Jacobson: "I would just briefly like to explain what I saw as happening
last right at the el ectmens ' meeting. When we filet last week, March said that
she had cancelled the meeting but that she would let us know after she had-
talked with Joe Murphy with regard to when the meeting might be set up, o
whatever. I didn' t hear anything with regard to when the meeting was so
called Town Hall only to be told that as far as the Selectmen were concerned
they had called the meeting and they were not cancelling it. The meeting was
in fact taking place. At the last minuto I care down here. There was a lot
of discussion between the Selectmen with regard to i t, but the prune thing
that care out of it, and I explained the fact that we had attempted tore-
organize last week and the decision was made to hold off until September,
but Mr. Lawrence's. comment was an emphatic, "September is not acceptable,
it rust be done sooner" , and he recommended that lei l 1 , as Chairman of the
Selectmen , demand reorganization. That' s where that came from. At that
point Mr. Murphy had the letter from Town Counsel giving the opinion as to
the need for r~eorgani ation. - The Selectmen were quite adamant about this.
. Lawrence said he was through fooling around and was very, very upset at
the rest of the - om' miss ion Members and, we also made the statement that there
would have been other members here had they known that the meeting was going
to take placer But Mr. Lawrence is just very upset, it appears to me, as are
' the other Selectmen , but perhaps Mr. Lawrence more than anyone and that is
kind of what went on at the meeting last night."
Mary Brown: "Did he say anything else other than he was gust upset, I'm not
sure what he was very upset about."
