.x <br /> MASHPEE CONSERVATION COMMISSION <br /> Meeting of July 10, 1986 <br /> PRESENT: Elliot Rosenberg , Acting Chairman, Stephen VanTol , Mary Brown <br /> Carol Jacobson , V. Louise Behrman and Associate Gerald Sprout. <br /> Also present was John Var ornda, conservation Officer, <br /> ABSENT: Gertrude Ferriday and March du Pont. <br /> The Chairman declared the meeting open subsequent to the Executive Session., <br /> Gregory Willis: VOTE: Motion made and seconded, to defer this hearing until <br /> the end of the meeting. <br /> Edward Govoni : Mr. Govoni stated he was here two months ago and his set o�f <br /> plans were approved, he has an Order of conditions and a DEE number. He - <br /> appeared before Design Review, who also accepted the plans, as i s . Them to <br /> the Board of Appeals who i nfomed him that because of a by-law in the town <br /> the paring lot gust be asphalted and he was advised to return to Conservation. <br /> Catch drains have been put all around the perimeter . Permits are subject to <br /> planing a bond and doing landscaping , but putting a surface on the paring -lot. <br /> Carol Jacobson advised the building inspector stated there is a town by-law <br /> and this should come back to conservation to be conditioned in order to comply. <br /> Elliot Rosenberg stated one of the prime reasons why the statute provides Chap- <br /> ter 131 , Section 40, all other permits shall be secured before comi`ng to this <br /> committee. <br /> Mr. Govoni continued , set back would be a minimum of 20 feet. He proposed-- to <br /> go ahead with the landscaping, grade off, and in the meantime , have an engineer <br /> draw up a plan with proper drains in it and before doing anything , return to <br /> the Commission, <br /> Mr. Rosenberg suggested he cone in with a plan of suggested drainage, plan <br /> to accomplish drainage of a hard surface lot in accordance with town by-laws <br /> so that there will be no degradation of the wetland. Meanwhile, landscaping <br /> can be accomplished. Those portions in the Order of Conditions which he is <br /> not requesting to be modified can be proceeded with. This plan will have to <br /> be feed and thea file a modification. <br /> In response to a request, the Chaffnnan advised Non i e Ferriday was elected <br /> Vice Ghai rrnan for the year ending June 30, 1987. B unanimous consent of <br /> the members of the Commission, because of the absence of the Chairman and <br /> another member', we have extended unanimously , the tern of the present G ai-r- <br /> man for one week, until the next meeting.. <br /> James B. Aright - Continued from 6/26/86 Jack Landers of Holmes & McGrath <br /> h <br /> presenting. To construct and maintain an in-ground sw mming pool and pool <br /> patio all within loo feet of a wetland, to include some minor regrading in <br /> land subject to coastal flooding at Lot D on the road to Gooseberry Island.. <br /> The hearing was continued two weeks ago to examine the site with the specific <br /> problems and come up with an M t rnate design based on suggestions by the <br /> Board. <br />
