9 <br /> Finance Committee <br /> Minutes <br /> October 12, 2017 <br /> NEW BUSINESS <br /> Discussion and possible vote regarding Article 12 of the Town Meeting Warrant <br /> relative to the implementation of a temporary moratorium on marijuana establishments and <br /> retailers: <br /> Hypothetically if the moratorium was voted down, the matter could become problematic. <br /> Rodney C. Collins, Town Manager indicated if the moratorium was defeated, he would be <br /> compelled to hold a Special Town Meeting to obtain rules and regulations in place by April 1, <br /> 2018. The cost of having a Special Town Meeting was considered, but not detailed. It is the <br /> intention of the Town of Mashpee to develop a long term plan to ban or to limit or to do <br /> otherwise in October 2018. <br /> In considering the passing of the moratorium the town may lose the financial opportunity of <br /> allowing recreational sales, a potential revenue stream to highly consider when the town may be <br /> facing an override or a reduction in services in fiscal year 2021. <br /> Town Manager Rodney C.
