O"Neill to construct and maintain a <br /> three-bedroom dwelling with attached decks at #273 Taffrail way was <br /> presented by Chris Clark, representative of wry. M• Warwick & Assoc . , <br /> Inc, , Agent for the applicant. <br /> Mr. Clark mentioned that the property is located on Popponsett Orgek <br /> which is a dredged tidal way. He said that there is a small coastal <br /> bank around the property. The bank is not a sediment source to a <br /> beach. The bark does not provide heavy wave action as it is so far <br /> inland; but it does provide a, buffer against spring tides and any <br /> extremely high water. Behind the ' contour is extremely flat, Mr. <br /> Clark said it is the intention to protect the bank from erosion by <br /> pacing staked hay bales along the ' contour. He said that the <br /> construction of a, septic system will require quite a bit of removal <br /> of material which will be replaced with more permeable material. From <br /> previous dredging, filling and leveling there is a layer of muck a.pprox- <br /> imately two feet below the top leve. of . sand . <br /> Mr. Clark stated that the house will have a crawl-space foundation <br /> required for building in the flood plain. Mr . Clark suggested <br /> condition that the heavily vegetated bank be allowed to remain as is , <br /> Mr. Clark Said that after the house plans had been originally drawn, <br /> it has been "flipped backwards" so the plans under scrutiny may appear <br /> to be different from those previously submitted . <br /> Msa ardano asked Mr . Clark is there were any wa.y the house could be <br /> . repositioned to place it back farther from the bank . Mr. Clark re- <br /> plied that he definitely thought not due to a couplo of parimeters <br /> on the lot that would make it difficult to change the plans , He <br /> pointed out the odd shape of the lot which would preclude any vent' <br /> varied construction from the way it has been presented. <br /> In answer to a question from Mr. Rosenberg, Mr. Clark stated that there <br /> w*11 be fill brought in and dirt will be termed around the exposed <br /> foundation. About five feet of foundation '.s shown as exposed on the <br /> Plans submitted . It was the consensus of opinion, Chris Clark con- <br /> curring, - that <br /> on- <br /> curring, - that this exposure is a serious consideration, Because - of <br /> the gravity of this matter, this hearing will be continued to December <br /> 13t 1984 at which time satisfactory solutions and appropriate modif t- <br /> cations will be presented and considered. The plans and information <br /> Presented are quite inadequate an inaccurate as is . <br />
