To construct an 865 s .ft. addition to an existing dwelling at Lot 2C Horseshoe Bead flay with new sewage disposal system and water service in the buffer zone at Ashumet Pond . Bob Raymond pres- enting . res- enting . The client is going to tie into the new water system going into horse- shoe Bend Way. It is proposed to eliminate the existing sewerage disposal systern. There will be double what the requirement would be for a break-out situation. A staked straw bale dike is proposed during construction which wi 1 l be the l imi t of work. All disturbed areas will be graded , stabilized end reveg e to ted. The proposed building will be 60 feet from the top of the bank. The existing deck, which is closer, will remain. The Commission was advised there is a moratorium on building in this area and a perm i t will not be issued until they have tied into the water system and the old well abandoned and capped. Ms Behr a n commented the bank is extremely steep and has been continually mani red . She stated the commission would insist that the bank be allowed to revegeta to nat- urally. at- ural1 , Mr. Raymond stated this was a reasonable request. HEARING CLOED - ORDER OF CONDITIONS WITHIN21 DAYS . Carol Jacobson left at 8:45 p.m. : - Ronald Hilton. To lift the roof, add one bedroom, 1 family room, two baths and 4 basement , upgrade the septic system, fill existing hole and grade surrounding the house at 49 Frog Pond Road . Mr . Hilton presenting . John Varkonda advised he carne upon the project in November during an on-site for a Request for Determination of Applicability by Thompson Builders for a proposal to put a second 5tory on the house and a new basement was i n the process of being added. A stop work order was issued, n enforcement order from the Commission was issued and ratified for the spoil being dumped over the coastal bank. Mr. r l ton ' s contractor has agreed to remove the fill immediately. The area is still disturbed on the coastal bank and should have a vegetated cover planted or a straw mulch spread . Mr. Hilton stoted the fill has been removed . They will be working within the original foundation area but going up or the addition and under for the found- ation which is already in. John stated the best course of action i s to proceed with a heavy straw muleh now and a spring planting on the bank.
