t
A HP E CONSERVATION COMMISSION
Meeting of February 26, 1987
COMMISSIONERS PRESENT: V. Louise Behrman , Carol Jacobson, March du Pont,
Heather Urquhart.
John Va rkonda was present also.
ABSENT:T: Fe r t rud a Ferriday, Elliot Rosenberg , Mary Marsters.
Edward Govoni and David Harrington came before the, ornm i s s i on to discuss the
order of conditions for Hyman Merl iss . Mr . Govoini stated he has officially
requested , by letter, to modify condition He stated he had felt the
problems were straight ned out after his first meeting with John and then
after conversations with Ms Behrman and John on another occasion.
Mrs . Jacobson stated that on the day she talked with him she advised him it
was her impression that according to' the Order of Conditions, it had to be
cleared out and reeg a to ted before any work could be started, which is in fact
'What it does state.
Mr. Govon i sta ted i f he put a mach i ne i n there now to take the f i 1 1 out of there
it would rake such a mess . The Building Inspector told him this was unrealistic .
He has removed a l.1 the fill except what is needed to backf i 1 l .
Mr. Harrington s to tad }the building inspector does not want them to backfill
unti 1 the floor is in .
Mrs . As the water comes up and i t rains , from past
years experience this lot has been under water . Her concern is that it has
gone forward when the commission ' s intention in the beginning was that this
whole th i ng ' had been done in such an improper Fashion and so mixed up that
the original intent was that he would be allowed to put the footings in at
that time and dependent on what further decisions were made, it was to stay
at that point, it was to be cleaned up and revegetated and start from square
one because none of it should be done in the first place.
Mr. Govoni stated he came in and did not go ahead without tolking to either
John or' Loui se and they said to do it . He further stated Mrs . Jacobson went
over when the form people were there and sent them home.
Mrs. Jacobson stated this was because it was her understanding it wasn ' t to
be done.
Mr. Harrington stated this was beyond her authority. Mr. Govoni stated he
does not want to get into this and wants to work with the commission. H
got involved with the project after it was already messed up. He only ads
that the commission be reasonable. If he goes in to remove the fill now it
is going to make a worse mess .
Ms Behrman suggested a siltation screen pint around the fill and hay bales .
Mr. ovon i stated he would put hay bales across both lots if requested. He
further stated he would put down rye grass. Doug Boyd is going to look at
the foundation tomorrow. If he approves , as soon as possible, he will get a
