Kirrane sp-eaking, continued * certain -wetland areas that exist on <br /> the site, As a result-, -the proposed entryway was moved to the <br /> northerly property line location of an eisting di-rt road. Because <br /> that roadway was located in the so-called open space or primary con- <br /> servation area s defined by th-e OSIO map , it was necessary to obtain <br /> variance from Zoning Board. of Appeals for purposes of locating the <br /> roadway in OSI - open space . This has been obtained . <br /> He advised the initial plan had been to obtain an easement over <br /> the town dump land 'which would provide access from rt* 28 adjacent to <br /> the Sea Oats Condominium project and , in turn, a swap of land owned b <br /> the developer. Town Counsel recommended there be no discussion of any <br /> easement or swapping until the DEQE matter with the dump is resolved , <br /> In the event' that issue is .resolved and th-e town is willing to grant <br /> the easement from rt. 28, there would be no need for any access and no <br /> need for any construction over OSID space which would make the <br /> variance unnecessary; The roadway in place will affect slightoyte pro- <br /> posed density of the project as they cannot convey as much open, space. <br /> He is in hopes of a preliminary meeting with the Planning Board <br /> on November 4 and would like to incorporate any input from the Comm- <br /> ission. <br /> Ms Behrman. pointed out this is i,n the Quaker Run system. Impaci on the <br /> dirt road will compact the soll Lt--;,d -z-reatre another dam. Mr. Kirrane ad- <br /> vised the other proposed point of access, apart from the easement over <br /> the dump area, would be less of an impact on the wetland area. <br /> Ms Behrman asked if' the roadway would have to be widened and to what <br /> width . <br /> Mr. Kirrane was not sure. He pointed to a 20 ft. wide l-ayout on the <br /> plan and Ms Behrman stated that would mean they were going to fill <br /> which would impact further upstream. Mr. Kirrane stated there would be <br /> some culvert mechanism if there was running water*. <br /> Ms Behrman asked if a bridge was considered. Mr. Kirrane stated the <br /> cost of construction and the agility of a bridge to carry the traffic <br /> would be a major undertaking. This would disturb far more than a road- <br /> way. This alternative was or-iginally explored. Also, there may not be <br /> sufficient land area, <br /> Ms Sehrman asked i fo iy Hole Road' would be involved as part of the <br /> project and was told it would . She said this would impact on that wet -, <br /> l and area <br /> . Kirrane stated perhaps the road could be moved further away from <br /> the bog to avoid impact with only a slight realignment of the old dirt <br /> road. Ms Behrman stated then there would be the problem of giving them <br /> onserv,at i on land which cannot be done without a vote of the state <br /> legislature . <br /> Mr . Kirrane stated this may qualify as an isolated inland wetland ami <br /> not big enough to be appropriate to condition. The Commission was in <br /> a r emen t that - it was s0ficient in size . <br />
