Conservation Commission P a's a 3. <br /> October 29 , 1987 <br /> Ms Behrman stated this i.s downstream from Sa a ummit. Once the roads <br /> are in they will act as dams and start altering the drain, the runoff <br /> will be increased. <br /> Mr. Kirrane stated they are looking for the f est. al ernat i e for <br /> access to the site, but they are entitled to some access-. 1 f the board <br /> feels there is no way that a+ccess can be properly conditioned, the <br /> only alternative' athat juncture is for the town to buy it . <br /> Mr. Rosenberg stated the town 'does not have to made access avail-able <br /> to landlocked land. Mr. Kirrane stated it is not L ocklocked, it is a <br /> public roadway. They have access over and frontage on that roadway <br /> with the right to access off i . <br /> Ms Behrnan stated they could not put more traffic on that roadway than <br /> It can bear now# They will impact Conservationland and there are <br /> state. mandated re-strictionsO <br /> Nor. Kirrane stated they can construct the roadway without impacting on <br /> Conservation land by leaving the roadway on their - side. It was . <br /> pointed out that they then would be in .the wetland . Mr. Kirrane' Mated <br /> that is something they would have to deal with but that is a public <br /> way and people have a right to traverse over that public way. <br /> Mr. Pose erg stated that" s as it is rowe <br /> Mr. Kirrane stated .he is -more than happy, if the Planning Board -feels <br /> that the conservation issues that are dealt with here are more import- <br /> ant to he protected, as he knows the Planning Board has already issued <br /> a special permit as it relates to another project further up the goad <br /> which calls for the impr'o re ent of this particular roadway structure. <br /> If the Planning Board feels the impact of improvement would he more <br /> severe than the impact o Ilow g a development without having it im- <br /> proved, that' s another consideration. <br /> . 4s Behrman Mated those -�are the concerns of the Commission and it is <br /> hoped he will duly note them for the Planning Board. <br /> The meeting was called two order at 7: 30 p. m. <br /> - Arthur Burnes m. . arwi Assoc. Continued from 10/15/87. <br /> 293 -Compass Circle. Chris Clark presenting. The project has been <br /> modified since the first hearing last winter . It is an addition to an <br /> existing dwelling. The variance' from the Board of Appeals was granted. <br /> Revised pians were presented. The' Conservation Agent had requested <br /> that a Swale he shown and also that the stoke be continued around the <br /> deck . This was done yesterday . <br /> Ms Beh m n stated the only plan the Commission had to work with was <br /> -, the one filed last year and asked that any revised plans be in the <br /> hands -of the Commission prior to the on-site. <br /> It was noted -the proposed structure is now - larger and adjoins the <br /> existing structure . <br />
