Y tASHP E CONSERVATION COMMISSION MEETING OF APRIL 21 , 1988 CommissionersPresent: V, Louise Beh rman, Gertrude Ferriday, carol Jacobson, Joseph Burrs, Mary Marsters, Patrick Coffey. Lisa Hanscom, conservation Agent, was present also. 7 :00 - Informal Discussion - Quashnet Woods - Forward Development. Alex Ditami presenting* The project consists of 580 units on the easterly side of the Quashnet River on the westerly side of route 28. There is a buffer strip of ' 00 feet from any wetlands to the areas to be developed which will remain completely intact with no construction, with the possible exception of some drainage basins, iso feet away from the closest wetlands. It is expected that the Town will be erecting a municipal well site on the portion of the property on the west bank of the river. I n order to feed the development, as well as to repay the Town OF Falmouth for the water Naas tepee has been receiving. It will be necessary to breach some of the wetland and the Quashnet Kiger, as well giving an easement over the property. Tori Fudala has been working on the project and the enact point of the crossing has not ,yet been determined. They have potential agreements with the state whereby the state may be getting the property. They have an agreement with the Town that, render any circum- stances, ircum- stance , e will make sure the town has the water site. They may be the entity to build it for the town and turn it over as a turn-key operation. Ms Behrman stated it was indicated there will be no construction in the buffer. zone, and asked if there will be a request for clearing. 1r. Ditarpi stated there will be no vista clearing, only for the pipes, A small section of berry may have to be constructed to control the outlet elevations i n some of the naturallyoccurring d pr� ssion . There is no i ntent to provide clear views of the Quashnet River. Concerning the drainage, Ms Behrman stated the Board would want ,to reserve the right to content on that when there are more plans in hand. She further stated the Board would be looking at how much is being channelled and to when, as far as subwatersheds are concerned. The Engineer stated an appropriate package will be submitted summarizing ing this. Ms B h rman stated the - maintenance nan - . She further asked if, in planning to cross the River, they C had made any attempt to reach out to the membership of Trout Unlimited. She suggested they speak with them. Mr. Ditami stated the Dept. of Fisheries and Wildlife owns on either side of the river. Permission has to be from them, no matter who owns the well site, to get the water over to the other side. If no current easement exists, the crossing point will have to be identified and thea the legislature ou I d have to approve a eq nest by tete Tern of Mashpee to obtain an easement across that river. Trout Unlimited i s aware they want to cross the river for the water, If it is across the bridge,, it can be done overland. If across one of the old dikes, it can be done overland., r
