Meeting o -f= duly 1 , 1988 Commissioners Present* Ger wr de Ferriday, Chairman Pro Tem; Joseph Burrs; Carol Jacobson; Patrick Coffey; Mary Marsterss' Elliot Rosenbera Lisa Hanscom, Conservation Agent, was present also. - Dolphin Bay Corp. , Construction of a subdivision road across bordering e-ge ati a wetlan-ds within the buffer zone at Noisy Hole Road. Kevin Kirrane presenting with Cary Baxter. Mr. Kirrane stated, this is an subdivision DSID plan and ir- is. requested to. engage in some filling of the wetland adjacent to the proposed roadway- and- a replic- ation of that wetland. During an on-site with the Commission and agent question was raised concerning drainage information.. Mr. Banter stated the areas, of- wetland replication are to be performed concurrently with the road construction, The replicated wetland shall be saIntained until the Certificate of Compliance is received. '' A semi- annual inspection will- be performed. . The replicated areas shall be at the same elevation as the adjacent natural wetland and will be .the same grade as existing~ The flow o f water at two paved waterways was questioned and- Mr. Baxter . presented two calculations - to , the Board; one for- a two year store, the other for a teen year storm* Lisa asked what part of the road was used for calculations. --Mr. , Banter stated. the I init o f- area- for- draining- of these points .would . come - from Station-, 200 Fere 'th-ere are catch-.,- basins. np , up to. Mrs. Ferriday questioned the use of a gravel catch and was told it was because of the grade and- low elevation. She stated this is not the best way. o, catch car runoff. -, Mr. Rosenberg stated whatever is on that road, oil or whatever acc n- l-ated, they are proposing to dump d i reet l y into the wetland. r. Baxter stated that is correct, that"s how it is shown. They are re- dcing the- amount of fill -and that-'s why the profile of the road is that way. Mr. Rosenberg stated- they are ma imi .i .,. the adverse effect on the wetland by dUMPing on the surface or directly into it. Mr. Banter advised the design standard for a road ,drainage system is. the ten year -storm. He asked- tor i n . Mr. kirrane stated Lisa suggested the fill be increaa d and the elevation be brought up. Lisa stated the drainage would then go away from the wetland. Mr. Kri r rave advised the land on the other side of the road is town owned. Lisa suggested Charles Bowley be conSUIted. Mr. Kirr ne advised there is a condition of a previous permit that was
