Conservation Commission
July 1 , 1988
,Page 2. F
. issued b the Planning Board relating to the Meetinshou'si Condominium
project further down Noisy sy Flole Road that the developer bring o i
Hole Road up to present subdivision standards. Noisy Hole Road- is
beins projected as a four-way intersection for Route 12 #
point to be clarified, Lisa stated when speakins about the road, it
is as it is now,
Mr. Rosenbers stated it may not be adequate if there is an outstanding
order to change the goad .
Mr. Kirrane stated the road could, in fact, be below the elevation
proposed. It is impossible for them to tell , at this juncture, what
the elevation of Noisy Hole ..#load will be. It may be, in the design of
Noisy Hole Road, ouch basins could be located at the intersection -of
Noisy Hole Road and this proposed roadway.
Mr. Rosenberg questioned whether the 'enSineering of Noisy Hole Road
was done and stated this should be checked if an outstanding order of
the Pl ann in S Board.
Mr, Kirrane stated he was not sure but he represented that developer
and to his knowledge the engineering at that location has yet to be
performed.
Mr. Rosenberg stated the projected flow into the wetland could be two
or three times that as a result of building the road and there would
be a problem. There is no idea of capacity.
Mrs. Ferriday stated the Commission would want to know the capacity of
what- the wetland could hold.
Mr. Rosenberg stated there is no delineation of the size of the
wetland , depth, or ground level with ire the wetland.
r. Baxter stated the plan submitted with the Notice of Intent gives
this information.
TheCommission reviewed the plan.
Mr. Kirrane stated the culvert under the road is to connect the two
wetland areas.
Mrs. Ferriday stated the plan submitted tonight is the culvert design
and design calculations with indication which way the water will flow.
Lisa asked if calculations show that these specific size culverts will
be able to run enough water through and there will be no overtopping
of the road.
Mr. Baxter stated that is correct; his parameters reflect one-half
inch of freeboard from the 50 year flood elevation and actually pass a
100 year storm. The design frequency for a culvert is the 50 year
storm. There are now two 30 inch pipes.
Mrs. Ferriday asked then to come ' back with ars answer as to how they
are going to mitigate the water coming in and also a detailed plan of
how the replication will be done.
