Louise ,Behr an, Joseph <br /> Burns, Elliot Rosenberg, Mgiry iarsters, Patrick Coffey, Carol Jacobson, <br /> Lisa Hanscom, Conservation Agents was present also. <br /> DONOVAN, Lot 8 Ockway Bar Fid. He is requesting to change the location <br /> of the- house within his lot as he was unable to purchase the adjacent <br /> parcel . <br /> Mr. Rosenberg suggested an advertised public hearing on a request to <br /> amend the Order of Conditions with copy to DEQEW <br /> Ms Behrman' stated this' must- So through the Board of Health- as the <br /> septic has been moved. <br /> B 1 * Wayne Tavares represented the association. They are looking <br /> to do renovations to a park on the north side of Johns Pond that has a <br /> number of playground equipment and the field is so low there is some <br /> flooding and retention of water after a rainfall . There are two <br /> isolated- wetlands identified by Lisa. They do not want to touch the <br /> beach area behind which is a berm. They would like to -know how far to <br /> pursue engineering plans. <br /> Ms Behrman stated the beach was created in .a wetland area and there <br /> has been progressive filling in -the back land. <br /> Lisa advised the inspection of the site was to calculate hoW large the <br /> isolated wetland would be because the surrounding wetland vegetation <br /> is so low. They would have to do the calculation as this would depend <br /> on whether or not they are filling a resource area. Ms Behrman added, <br /> or flood retention area. That is her big concern and also th-e water <br /> filtration function to. keep ,some of the road runoff from going <br /> straight into the pond., <br /> Mr . Tavares stated they have 1-1 to 2 feet to throw array before they <br /> create any influx of water directly to the pond. But, Ms Behrman <br /> stated, the bogSy areas act as biological filters and are better than <br /> leaching pits . <br /> Mr. Tavares stated they are looking for mitigatint circumstances with <br /> which the Association can have what - they desire and' also not change <br /> the course of the natural inflow o'f water. They have three situati ns; <br /> one is , to fill the ' entire' open area with sand and loan, reseed- it and <br /> create what is visually there, with - a higher elevation. This negates <br /> the two Isolated wetlands.' . Secondly, to install an area that is the <br /> sand strip which they are calling the back border. They would be <br /> changing the area of the biological sponge by creating a sand bed by <br /> adding o the bog. Ms Behrman stated, if the bog is filled, it is not <br /> bog any more. <br /> Mr. Rosenberg advised, under the State regs, even if you could fill it <br /> you would have to replicate it. Mr. Tavares stated there are areas <br /> they could replicate. Mr. Rosenberg stated he- is talk-in -about the <br /> whole ' area they are' g ing to fi I-l . ' Mr. Tavares ask ed. if the omm- <br /> ission .was calling the whole. area within their purview; that ' s what <br /> ,they are trying. to establish. Mr. Rosenberg stat-ed f if that' s a low <br />
