Conservation Commission
August ll , 1988
Page
Govoni presenting. The information requested at the previous hearing
was presented. To verify there was a wall down by the water, a sketch
drawn- by him was sent to the previous owner, Pers. Sinclair. It was
returned with a photo, summer of l ` , showing the wall . Steven
F VanTol verified his wall was put in 1978 and is a fisting. Pointing to
the plan, the grades still exist; -what they did was flatten It out
with a double wall shown with a planter. There is- a vertical low the
Jateral forces cancel out to zero,
Mr.-- Rosenberg stated,. thea this is to ratify an as-built. r. Govoni
stated no, it is not built now.
Lisa stated it is almost finished and Mr. Govoni stated there is no
shrubbery; when put in, you will., see very little of that wall.
Pis Behrman asked -the difference in elevation between the ..original very
.,small wall .and the base wall ; according to the picture it looks like'
two steps. ' ' lr.-.- ovoni .-advised that was three.. telephone poles 3 feet.
Ms Behrman stated there are two stairs and Mr. Govoni stated there - are
fire, steps. Ms Behrman asked, and this is how many feet? Mr. Govoni
stated 4 feet. Ms Behrman stated, so 'You have increased the elevation
there.
1r. Govoni explained what they have done is, when you-. have a wall re-
taining a slope, the vertical low because there is a horizontal con-
ponent to it, when you:. double terrace At. and you -have- a.,-- vertical low,
you cancel out the horizontal component and there is very little force
on the wall. All they - d i-d was double this up. with a.- planter.
.Ms Behrman arra Mr. Rosenberg asked for an engineering report. This was
presented with the Building Inspector's report.
Ms Behrman stated the erosion will come out from underneath it and
Mr. Govoni stated -it won' t if the bottom- wall is in there. It was
there originally and it will not erode. - His wall has been there l
years, the same war, with no erosion.
Mr. Govoni presented the Engineering study with certification of mat-
erials used. : Fill was brought in, the grade was cut' 6 inches on the
top of the slope; 48 yards of fill were brought in, - plus the cut. Re-
ferring to the pictures he stated thence is not such difference between
his lot and the original one. He advised this is the latest engin-
eering plan and the poles that are in the water, the plan was to . eli -
inate those, . put back the wall the way that it was, and angle it back
so there is no entrapment and Mr. Briggs won' t have a Iproblem with his
beach. Elevations are shown on the adjacent - land.
Mr., Fosenbeg Mated the wall between Mr. Govoni and the man net door
has been .built up almost 6 feet. r.- Govoni stated that was a sloping
-grass slope; there was grass right down to the beach originally.
Pyr. Rosenberg stated he is talking about the side wall, Ws 6 feet up,
there is a 6 foot high wall there. Mr. Govoni stated fires, exactly.
Mr. Rosenberg stated any water that comes down from up top here is
going to be forced onto the adjacent property. Mr. Govoni stated it
would anyway; why would it come off the wall Mr. Rosenberg pointed
out, because it' s 6 feet higher. Mrs Govoni stated it' s flat, how' s it
going to come off there, ,it' s perfectly flat on top of that wall .
. Rosenberg pointed to the plan, between here and down here is _ _ -
