r
f
P
MASHPEE CONSERVATIONCOMMISSION
Meeting August 25, 1933
Commissioners present: Gertrude Simmons, V. Louise Behrman, Joseph Burns, carol
Jacobson, Elliot Rosenberg, Bary Marsters.
Also present was Lisa Hanscom, conservation Agent.
7:30 - Gerald S. Epstein, W.M.Warwick & Assoc. , Susan A mus presenting. They are
proposing to add a 161 x 81 float to ars existing pier and Boat in Great River for
safety and navigation. The current problem is with the piers on the abutting prop-
erties. Mr. O'Neill , an abutter is having a problem navigating his boat to his
pier causing problems with Mr. Epstein and his 331 boat which he has had to moor
n the East side of the existing float and this is exerting too much pressure on
the northernmost pile' an additional Float would alleviate this probem. Two 10"
piles will hold the pier in place with galvanized hardware to hold it to the exist-
ing float. Shellfish and eelgrass have been found to be insignificant in this area.
A variance was received from the Board of Appeals on August 10. Storage wi l-1 bep-
land in the off-season.
Mr. Rosenberg asked, if the O'Neill dock is the middle one, why should that inter-
fere with navigation. He stated, why put two floats in, just move the float over;.
why end up with 32' instead of 16' . Miss Annus stated because of the extra press 6&
ure being put on by the size f the boat on the piles.
Mr. Rosenberg asked what was on the other side and Ms Asrnus stated nothing yet, but
the owner is going to propose a dock.
Mr. urn-s stated whatever is here should have no problem getti g in. Ms Asmus stated
tell Mr, O' Neill that; he cannot steer his boat properly to dock it at hi.s dock and
has colliddd with Mr. Epstein' s dock several tines.
s. Simmons stated this is all reviewed by Waterways and the Array corps of Engin-
eers and it is assumed they know how this should be.
Er. Rosenberg pointed out there are no water depths:
Mrs. Simmons asked if she was saying Mr. Epstein is mooring his boat at the end and
the Pleat is not functioning properly because it's moored here, tied up there?
Ms Asrnus stated that was right,
Lisa stated she did not know whether or not his reasons for needing the additional
float are legitimate. There are eelgrass beds there.
Mr. osenbe g stated if Fre wants 'to move his 16' float over and put in an addit-
ional
ddit-
ioral pile behind it that would make sense, but to core in with this does not.
Raul Somerville, Shellfish Warden, stated Fre has examined this area and does not
have any problems from a shellfish point of view. The bottom is very mucky and
there is no real hel-Ifih population in the area. He doubts if there will be.
There is a slight amount of eelgrass where the float will be, close to the shore.
MrS, Simmons stated, if ,you were to put this piling in and to shift the existing
float bet, ween this piling, would this not eliminate some of the problem rather than
to put in another whole float; just add onepiling. s Annus stated ou would still
need something on the south side for stability of the ramp.
. Rosenberg suggested putting in two more piles, making three, but still have a
float that size.
