ASHPEE CONSERVATION COMMISSION <br /> MEETING of MARCH 9 , 1989 <br /> Commissioners present . V . Louise Behrman , Chairman Pro Tem , Carol <br /> Jacobson ,, Mary Marsters , Elliot Rosenberg , Gertrude Simmons , <br /> Joseph Burrs and Patrick Coffey . <br /> Associate Members Elizabeth Terry and Margaret Moore and Conservation <br /> Agent Lisa Hanscom were present also , <br /> The meeting was called to order at 7 . 15 p * . <br /> 7 : 3o Ellis & Fhyl l 1s Allen , Parcel "a" off Great l Road . Continued <br /> from 1 /26/89 . Chris Costa of All Cape Survey presenting . Plans were <br /> reviewed , ' Board of Appeals approval was received to change a pre- <br /> existing <br /> re- <br /> e isting non-conforming use . There is a small cottage narked "exist- <br /> ing" <br /> e ist- <br /> in " to be dismantled and removed , The house will be built above <br /> the ACEC andACE top of the coastal bank at 12 . The most delicate area. <br /> is at 231 . The edge of the deck from the coastal bank is 371 at the <br /> closest point . The house will act as a vertical buffer for storm <br /> damage prevention . Extensive plantings are planned with neve etation . <br /> Some pruning and clearing in the limit of . work is planned . Little <br /> r no fill will be at the back * The septic tank is at the front of <br /> the house . <br /> Ms Behrman asked what area the inset covered and was told it was not <br /> to scale but to proportion . She stated this should be on the plans <br /> as proposed . Ir. Costa stated it will all be within the haybale area . <br /> Lisa was asked her opinion of the delineation of the coastal bank <br /> being the 121 rather than 1 ' contour and she stated she wascomfort- <br /> able with the marking in the way it levels off . She would like to <br /> see the areas narked to be planted with ground cover and mulch shown <br /> as being within the area restricted with haybales . Mr . Costa agreed . <br /> Mr . Rosenberg suggested conditioning all planting be within the hay-- <br /> bale area to which Mr. Costa agreed . <br /> 1r. Burns questioned the pilings off the property at the edge of <br /> the water . Ir. Allen stated they were there twenty years ago . He <br /> has a dock he puts in every Spring and removes in the Fall . He <br /> pointed to an area where a path now cones down by a concrete wall . <br /> Ms Behrman suggested conditioning no additional access and requested <br /> the path be delineated on the pians . Demolition haybales to be 5 feet <br /> from the edge of the cottage .. <br /> Mr . Allen stated it is planned to take the cottage apart by hand . <br /> {fir . Costa stated he would not want that conditioned as they will <br /> need equipment to move it out but agreed the equipment would be <br /> upland ofthe cottage . <br /> HEARING CLOSED ORDER F CONDITIONS IN 21 DAYS . <br /> 7 : 45 Elizabeth B .
