The materials reviewed <br /> which you supplied to me includes <br /> 1. Print of a portion of a subdivision plan which shows <br /> lot configuration and topography as far as the outside <br /> property boundaries at a two Boot contour interval. <br /> 10 plan title or date is shown. <br /> 2. Drainage computations consisting of three sheets <br /> by Arrow Engineering, Inc. dated 1111/89. <br /> I have also reviewed 310 CMR 10.57 of the Wetlands Act <br /> and have reviewed the USGS topographic quadrangle which covers <br /> the area in question. <br /> Chapter 131, §40 Reference <br /> The drainage computations make reference to .310 SMR 10.57 o <br /> the Wetlands Act. This section deals with Land Subject to Flood- <br /> ing (both bordering and isolated areas) . That section, in part, <br /> requires that the 100 year flood be determined as follows: <br /> 1. First, by "reference to the most recently available <br /> flood profile data prepared for the community within <br /> which the work is proposed under the National Flood <br /> Insurance Program FFP . . .tf.. <br /> 2. Second, "where 'IP profile data is unavailable, the boun- <br /> dary of the Bordering Lard Subject to Flooding shall be <br /> the maximum lateral extent of flood water which has been <br /> observed orrecorded. . .". <br /> 3. Thirdly, where there is conflict in the latter, compu- <br /> tations shall be done by a professional engineer or other <br /> compet nt professional to determine the boundary based on <br />
