Land Use and Growth Management <br /> The Chairman wed the meeting over to Douglas Storrs, Mr, Storrs first stated <br /> that land use was easily addressed in a single meeting and any discussions needed a <br /> meeting with the Planning Board. <br /> Mr. Storrs said that every one of the Committee members had read the Mashpee <br /> Comprehensive Plan, and had seen the Town P 1 anner's rnap at the meeting on 10/5/06. <br /> Mr. Storrs also said that the goal was to lay out patterns of growth, types of growth and <br /> locations ofgrowth, He said that he wanted to look at how land use affects the Town. <br /> What would help to effective diversity growth, which was an important part of the plana <br /> smart growth program,he asked. <br /> The Chairman asked the Town Planner about a map that shows the open space <br /> and the growth centers. <br /> The Town Planner-said that there were five growth centers and two industrial <br /> growth areas. The Town Planner added that these areas were lashpee Conunons and <br /> from the Rotary to Deer-Crossing, and that the Town had used up presidential growth. <br /> Nor, Storrs said the Committee should look at the growth areas-should they be <br /> lamer or synall er?He asked rhetorically if the Town was'buying up open space,taking <br /> land out of housing. He said that the Conunittee needed to assess reality with an open <br /> space program, <br /> The Town Planner said that the entire population of the Town of Mashpee was 15,000. <br /> Buying open spaces would reduce the population,he added. <br /> The Chairman asked the Taws.Planner,who said there was a build out problem if, by <br /> build out, dict that mean there was no open space available? <br /> The Town Planner responded that the Chainnan should look at zoning, permits and what <br /> was going to be built. <br /> The Chairman said that it would not take into account people going to the Zoning Board. <br /> The Town Planner responded that the Town had gone through 11,000 parcels of land in <br /> town;he gage this figure as a theoretical number. <br /> The Chairman asked the Town Planner what the population of l ashpee was. <br /> The Town Planner responded that it was 15,000,year rounds residents, and 3,300 <br /> seasonal, according to the 1990 Census. He added that there were fewer seasonal homes versus <br /> year round homes. He asked,rhetorically, that in retrospect,why not anticipate that growth in <br /> housing units. <br /> Ms. Dane said that the Town was stressed by the growth that has happened. She added <br /> that what the community was dealing with was the result of growth that the Town had. <br /> ella E izenberry asked about affordable housing and how it would be implemented, That <br /> the workforce in Town was critically impacted. <br /> Mr. StoiTs said that the Committee should look for more variety of housing styles. And <br /> that 10-20 years ago, there would be a single family on a large lot. He added that the o xxittee <br /> members should look at a vatiety of housing, with provision for affordable table housing,with the <br /> appropriate required changes. <br /> Mr. Storrs said that the Town had to have a certain amount of economic development or <br /> taxes with build up every year, lam•. Storrs added that the Town was treating all uses of land as the <br /> same. He also said that he was interested in moving things forward and that there was too much <br /> commercially zoned land in the corrrrnunity. He said that if the Town took land as open space, it <br /> might be good to set aside land for aff`ordable housing, <br /> The Chairman asked that if one piece of land was bought as open space,would it be open <br /> space for the rest of the community members' lives? <br /> The Town Planner said that there was protection for this in the state constitution and he <br /> added that most of the land bought by co rrunity members was keeping land for use, The Town <br /> Planner said that one of the things the Town must do was to get additional help for the Planning <br />
