That this land issue was ah consul ing and that it was critical to the coimnuinty for <br /> the next ten to one hundred years. <br /> The Chairman opened up the discussion so that Committee members could react to tlriis <br /> comment, <br /> Ted Thels said that it was his opinion, being an observer of almost every comprehensive <br /> plan,that they were clinically warm and fumy. One dii.ng, he said, was to articulate what the <br /> totality of the Town should look like, public transportation on an incremental basis, If land use <br /> was to get physically built-up, the Town should have sufficient revenue. He added that he wanted <br /> to take the things that were said on this particular meeting day was a project that was 5-10-15 <br /> years down the road. <br /> Ms. Guy-ney said that she thought the problem was always a difference of opi on on how <br /> you get from here to there. She said that there was nothing wrong with warm and fizzy,it may <br /> change over time. She added that the Corrittee should list their action plans in a results oriented <br /> way. There were no resources in the Comprehensive Dian, she said. The onnm'ttee needed to do <br /> it in an accountable way. If the Committee didn't do that,they were just playing games. <br /> Ms. Ellizenberry said that no matter what was on paper,if-not enough money was <br /> budgeted, it would sit on a shelf. She added that the Committee knew what the problems were- <br /> never enough funding,the department was understaffed and there was no idea or proposal to get <br /> additional staff. <br /> The Town planner spoke and said that there were 11,000 different parcels, mostly <br /> developed under zoning several years ago. Most residential lots were less than 10,000-20,000 <br /> square feet* He said that Mashpee was beyond that point and were scattered all over the place and <br /> we were stuck with that. The land has been developed by previous zoning. The Committee <br /> members have to look realistically at the land we have left. we have sprawl, he added, <br /> development scattered all over the place. <br /> Mr. StotTs said he wondered how the Cormuittee wanted the center of town to be <br /> developed.. <br /> The Town Planner added that the group needed a consensus about how they wanted the <br /> area to look. <br /> The Chairman said that what the Town needed was form based zoning,performance <br /> based issues. we only have small parts of town Heft,he added. <br /> The Town planner replied that land based zoning and performance based building were <br /> other useful things, including conservation land-an updated map of what's already spoken for to <br /> get a vision. <br /> The Chairman said that there were a number of comments and that the group would start <br /> fi•orn right to left. <br /> W Miller said that he respected the goverment individuals in the room,but said that <br /> government and planning tends to be reactionaa . <br /> How far ahead can you look?'}he asked. You can't anticipate all of the changes that are <br /> going to take place,whereas on the other hand, he thought the Committee would get totally <br /> different responses on what we want our town to look like if we approach as we always do—set <br /> up the pelW*meters and the zoning by-laws, hopefully that will meet the needs of the developers <br /> and diose who want to perpetuate the cultural attributes of the community and education and all <br /> those other good things that you need. But on the other hand,he said, if I bought the Town of <br /> ashpee, I would go to four or five professional businesses that are in the business of planning <br /> communities and so forth. <br /> ashpce Commons is a.small scale of what large scale developers do all around the <br /> planet,but what makes it attractive and unique and is in survey something that 76% say that they <br /> like that, said Mr. Miller. If we really wanted to project the vision of our town,I think we ought <br /> to approach it the way a confident, successful, innovative developer would approach it and <br /> backtrack from there,rather than tering to put these little building blocks here and see what <br />
