<br /> The Town of Mashpee Blue Ribbon Committee was called to order in Conference Room 1,
<br /> Mashpee Town Hall, 16 Great Neck Road North,Mashpee,Massachusetts at 7'.00 p.rn. on Thursday,
<br /> January 26,2006, The Chairman,Don Meyers,presided.
<br /> Blue Ribbon Committee Members present: Zella Bl izenberry;Chuckie Green,Vice Clair;Lee
<br /> Gurney;Beverly Kane;John Miller-Don Myers, Chairman;Douglas Storrs,Clerk and Ted Theis.
<br /> Also present; F. Thomas Fudala,Town planner. Michael Talbot of the Mashpee Conservation
<br /> Commission and Ed Baker,a Mashpee citizen.
<br /> A quorum being present,the Chairman called the meeting to order,
<br /> Approval ofinutes
<br /> Review/approval of minutes from previous meetings of January 12, 2006;January 26, 2006 and
<br /> February 9,2006 and February 23,2006.The minutes regarding the December 22 meeting were approved,
<br /> with changes nude,
<br /> Communications
<br /> Public Comment
<br /> There was no public comment.
<br /> Old Business
<br /> Review from each Board/Commission regarding DCPC Objectives vision.Statements
<br /> Glenn Santos said that be had gotten a handout from the Board of Health, regarding a nein
<br /> regulation,having to do with upgrading the septic systems, consisting of one or more cesspools. Mr. Santos
<br /> said that he had spoken about it at previous meeting,that it was in regard to a change of ownership-,
<br /> increasing the foot-print of the property, or for any reason that the septic system was inspected or if it was
<br /> deemed in failure and had to be brought up to Title 5 specifications. The State laws for the Board of Health
<br /> said that it had to be advertised for two weeks,there would be a meeting for public comment on March 16,
<br /> 2006, He said that on the date of the Town Meeting,it the regulation becomes law.
<br /> John Miller then spoke about the Conservation Commission, and the Mashpee Chamber of
<br /> Commerce, contest,which the Chamber would be happy to advertise in newspapers or any other forum.
<br /> Ted Theis said he had tallied to the folks of waquoit Bay estuary. They have a full work-up that's
<br /> available at those last levels(regarding the water in the estuary)having to do with the EPA,he said.He
<br /> said he had been thing to generate some activity from the school classroom,perhaps in science and civics
<br /> classrooms.
<br /> Beverly Dane said she had a report from the Manning Board. She said the Board was continuing to
<br /> make progress as they explored the storm water impasse on run-off resources. At their last meeting, it was
<br /> brought to the Board's attention, said Ms.Kane,that there might be some road run-off problems to the
<br /> Mashpee/Santuit Rivers. She said that the Board would be sending Mr. Cbarles Bowley out to do site
<br /> inspections with both locations, in which he would provide a written report of his findings.
<br /> The Chairman,Ikon Meyers, asked Ms. Dane what Mr. Rowley would be looping for.
<br /> She answered that the Board's concern was Quiniquissett Diver,to see whether there is water from the road
<br /> running off into the river. She was asked about Santuit River,and she said that it was there was a new
<br /> bridge going over the river,that there was some damage that the Board was looking into.
<br /> Douglas Storrs}the Clerk, said that the Committee was getting into a reporting mode, not
<br /> identifying action items. That there was a need to gain input and then put action into it.He asked Ms. ane
<br /> if she had read the newspaper article stating that the Board had accepted the DCP ,to which Ms.I ane
<br /> replied that the Board would be discussing the items and would make a commitment to look at it on March
<br /> 1,2006.
<br /> Lee Gurney said that she thought though the Committee was making sorne progress,that the
<br /> Board of Health recognized the problem and was taking some action, she thought,there was a need for
<br /> more of it.
<br /> Mr.Miler said that the grid that was designed a couple of weeks ago was an excellent tool. He
<br /> said he wanted to keep it as a living document,to see where there were successes. He said he would like to
