The Vice Char spoke and said that one of the issues being addressed by the BRCC was nitrogen loading. Mr. Maintanis responded, `{Healthy environment and life safely`issues,"r% what the BRC was addressing hx the community. He broke d wfi these issues to departments in Town 1IaalL Re s-aid that he thought ft. inspectional services did a good,fob,.but that.there needed to be better communication d a central figure who coordinated the commumeation,that they ail were on the same page and did not frustrate people. He said that he spoke for Rich Stevens of the Building Department when he talked about the subject. He said"These rules and regulations are meant to keep honest people, honest,,i{And when they get a certain frustration, they afjust gong to ignore-the regulations and the rules." Somehow, we have to figure out how to streamline these things, fir. Maintanis said, lr. Maintanis said that there were so many regulations and that there were so many personalities that it was a very difficult process fb get through. He added that it wasn't as difficult- for people who had money and could.Dire experts who,knew the regulations,but that it was a lot more difficult for people who could not afford these kgs.-7 ... Lee Gurney said that there were no answers yet regarding issues that faced both the Building Department and the BRCC. She said that the BRCC pnma. ly worked on water-issues and that it was the biggest issue, and that there were a lot of other issues the BRCC had uncovered.while looking into that area. She suggested that each department point out things that were not working and what could be unproved, and those that ought to be dropped. ..._- The Vice Chair said to Mr. Maintanis that, as an enforcement agent,how did he thin the BRC could stral'ghten out these issues. 'Ideally, instead of reacting, we could be proactive," said W Maintanis. Ms. Blizenberry said that she had seven questions and that many of the articles could be discontinued. She asked W Maintanis if he was tafking about zoning or state issues. lir. Maintanis replied that the Building Department did not have control over state issues. He spoke about undeveloped and larger lot areas--people asking why they couldn't build a shed in their. backyard,that it was not a.life safety issue Regarding unregisi6red vehicles on the property,Mr, Maim s said that there was a fine issued and was twned over to the police depmtrnent. And she said that the Boards were not applying the same rules to every citizen in a fair, consistent way, citing James Circle, which, she said, had lots deemed buildable,yet have to come to the honing Board Ms. Kane asked rhetorically what could be helpful} and said that specific things happen to real people on a real fime basis and the communication between the Building Department and.the Platting Board slid not exist, Ms. Gurney said that people tweak their views and that if they like the idea., choose to be proactive.
