4 <br /> Ms. Gurney suggested electing a person to coordinate educating the Town about the <br /> different ways to educate and create a wastewater treatment facility. <br /> The Chair said he would look into a full or part-time position to create this coordinator. <br /> He added that the person would be someone who was employed by the Town. The next question <br /> he said was"what specifically are we training that individual to do?" <br /> The vice Chair said it should be a topic for the next agenda. <br /> Ms. Kane said that some towns had a department of natural resources. She said she did <br /> not dfink about just singling out gust education, it was needed to look into the structure of the <br /> Town goverment, for regulatory responsibilities. <br /> The Chair asked to continue topic to the next meeting. The Cox ittee discussed with <br /> each other the different tasks need to set up a fund and the cost to Nlashpee taxpayers, <br /> Motion: A motion was made by the vice Chair to reconnnend to Board of Selectmen <br /> that they investigate creat g a wastewater Reserve Fund. The motion was seconded, and all were <br /> m favor. <br /> The Chair asked if there was any additional discussion regarding Nis. Kane}s by-laws. <br /> Ms. gurney said that the bylaw would be a better use of the land flexibility regarding the <br /> clusters. <br /> Motion: A motion was made by the Chair to support the three zoning by-law articles <br /> written by Planning Board Chair,Nis. Kate, which was seconded, and all were in favor. <br /> Ntr. Theis said that a cluster development to the sewer system could be preliminary, an <br /> on-site system for a cluster development it would need a condominium environment. <br /> Ms. Elizenberrry'said that there were very few cluster areas to be zoned and that several <br /> were coning that world have their own water treatment plant. <br /> The Town Planner said that they were selling single-family lots. <br /> Ms. Kane said that the Conservation Com scion would review the other part of the <br /> Rowley report, <br /> Mr. Theis said that regarding education, the VFW spent two nights at the Barnstable <br /> County Fair and that the response was good,that brochures were given out and it was in the area <br /> of regional circumstance,as well as Cape and Town-wide. <br /> Nis. Gurney suggested that Nix-. Theis ask representatives from other towns to come. <br /> The Chair spoke with Mr. Theis about gating the bullets and flyers sent to Nlashpee <br /> residents, Mr. Theis replied that the cost of mailing the brochure would be covered. Ms. Gurney <br /> said that she would like a brochure that pulled out g 1/2x 11. There was talk between Mr. Theis <br /> and Mr. Baker about putting the brochure on the Town's website. Mr. Theis added that he said <br /> the lawn information would be offered to other towns, instead of being Niasbpee specific and <br /> have the possibility of the Conservation Commission to sponsor it. <br /> Lotion: A motion was made by the Chair to approve Mi% Theis'es bulletin to put on the <br /> Town's web site,which was seconded and all were in favor. <br /> The Chair suggested an educational coordinator. And Mr.Theis said that he would move <br /> forward with it. <br /> The vice Chair said that he had nothing to report to the Cottee, <br /> The Chair said that he had met with Katherine at the DPW regarding the onunittee's <br /> request to use organic fertilizers in the playing fields at each park. She spoke about high cost. <br /> The Vice Chair said that there was a large amount of compost at the Town Dump,which <br /> could be used. <br /> Nis. Gurney said that the county was offering barrels to capture rain water,which was <br /> sealed and had a waterspout on the bottom. The water Department was selling them at cost, <br /> The Chair said that the School Committee recently voted to transfer wastewater program <br /> to the responsibility of the Sewer Commission, The Town Planner said that it would cost a few <br /> hundred dollars to create a municipal plant under the backfield. <br /> The Chair said that the plan would have to come before Town.Meeting. <br />
