MASHPEE COASTAL RESOURCE MANAGEMENT COMMITTEE <br /> MINUTES AUGUST 30, 1995 <br /> The Mashpee coastal Resource Management Committee net at Mashpee <br /> Town Mall at 3 # 30 p.m; on Wednesday, August 30 , 1995. <br /> Board Members present were: Perry Ellis , Jim Hanks , Bob Nelson <br /> (sitting in for Ed Govoni ) , Greg Taylor , George Baker, Ralph <br /> Shaw, Bob Sherman, Steve cadrin, Tom Fudala, Bob whri tenour, <br /> Also present. Selectmen Peter Binizio <br /> The meeting was called to order at 3 : 4 .m* , and the Minutes <br /> from January 31, February 23 , May 25 , and June 22 , 1995 <br /> meetings were approved. 'with, one abstention. <br /> There was a Public Comment period, and residents from Pirates <br /> Cove Association and others were present to discuss the Mashpee <br /> River. Ed Baker distributed a letter dated August 1, 1995 to <br /> cRMC re: the Mashpee River pollution with suggestions to consider <br /> as they develop an action plan, ( See attached) . Mr. Ellis <br /> stated that Rick York found unusually high counts of fecal <br /> coliform in some areas of the liver and that tidal flows play <br /> a role. It was noted there are "hot spots" along the River. <br /> Mr. Fudala noted -v Associates of Falmouth was hired by Mashpee <br /> to study the River and found bacteria and nitrogen collects <br /> north of Orsini Beach and south of Rte 28 where .it does not <br /> flush well. The wastewater treatment plant used by Field' s <br /> Point Limited Partnership for Mashpee Commons and forth Market <br /> Street was mentioned, and concern was raised about the effluent <br /> discharge and any expansion plans of that plant. The residents <br /> would like the town to monitor and test for any leakage there, <br /> the residents were told that the State' s BEP monitors it. Mr <br /> Hanks asked to keep nitrogen and coliform bacteria separate <br /> issues. Mr. Baker stated that analysis should be done during <br /> peak conditions , and he questioned whether the store drains <br /> installed along Rte 28 are a vector . Selectmen Rini io suggested <br /> systematic testing at different tide cycles could be done <br /> Mr. Hanks suggested having the County and/or volunteers help <br /> gather the samples ., Mr, Lumsden suggested compiling a history <br /> to identify the real problem, so that corrective measures can <br /> be taken. Mr. Fudala noted that high counts from road run off <br /> and septic overflows occur after storms . Mr. Fudala was not <br /> sure how long bacteria live in the catch basins , but shellfishing <br /> has been closed due to the bacteria counts * Mr. Sherman <br /> suggested seeking advice from Dr. Joseph Costa who worked on <br /> the Buzzard ' s Bay Pro'ect; he did testing ,in Buttermilk Bay <br /> and may be able to give us technical insights . A motion was <br /> made to invite Dr. costa to help develop a testing program to <br /> find the sources for the problems in. the River. Selectmen <br /> Binizio was supportive of this motion. Mr. Hanks noted that <br /> WBNRR is a good resource. Another suggestion was to contact <br />
