AD-HOC COMMITTEE ON PLUMES IMPACTING MASHPEE
MINUTES JANUARY 7 , 1999
Present: Grey Taylor , Bob Cram, David Rich , Bob Sherman,
Juan Bacigalupi , Andy Marks .
Grey T. called the meeting to order at 8 : 40 a.m. in Conference
Room 2 , Mashpee Town Hall .
The approval of the December meeting Minutes were postponed
since there was not a quorum.
PLUMES UPDATE:
Gree distributed the Agenda for the upcoming Selectmen' s meeting.
Bill Fisher and Vali Tam will be giving a presentation. Their
focus will be on SD-5 and the plumes impacting town water.
There will also be an update on CS--10 , FS-1 , and JBT Plume ,
and also time for questions and answers .
Grey T. distributed a report on SD-5 which he received from
Bill Fisher just this morning.
David Rich asked if we as a committee have taken a position.
Grey T. stated we have not yet , but the purpose of Monday ' s
meeting is to review the technical information submitted and
not submitted to arrive at a conclusion.
Greg reported on the JPAC meeting last night. They are not
concerned about Falmouth which is on town water , even though
14 plumes are heading toward Falmouth. Grey noted that the
upper Cape is at 50o buildout. When we are thinking about
containment , we should be thinking about future water supply,
even though there is no water source sitting there.
Dave Rich stated that AFCEE' s position is that there has to
be a documented contamination to fund any remediation.
Grey T. noted that EPA' s position is different.
Bob S. met with Steve Hurley , and they are presenting their
1st Notice of Intent tonight , which they are pushing hard for
approval. They have ignored our request for details , and Bob
does not think it will fly.
Grey asked Juan B. to update the committee on last night ' s
meeting on SD-5 . Juan stated they went over the risk factors ,
using USGS figures of 1 ppm. SD-5 main plume is discharging
into John ' s Pond and partially discharging into Ashumet Pond.
They did not talk about what ' s under John' s Pond.
