It is an <br /> old abandoned area and 1s growing up as a shrub swamp. Sweet gale is slumping <br /> in and the water is backing up. There- is question whether the work is exempt <br /> under the act. Money derived from the bogs cannot be expended on this, as the <br /> land 1s owned by someone else. He did not get a clear answer from Bob Golfe e, <br /> whether it is exempt.. <br /> Mr. Handy stated he-would only be clearing out vegetation. <br /> Mr. Sherman stated clarification is needed as to how far below land 1n agri- <br /> culture, a river nxrrning through it 1s still considered land in agriculture; <br /> this has not been decided. In his opinion, this needs a filing. This would <br /> also serve some purposes for trout habitat and. Fran Smith of Trout Unlimited <br /> has volunteered to become involved if it is permitted and will provide some <br /> manpower. If it is exempt from the wetlands act, which he does not believe <br /> it 1s, it would have to through some other permitting agency. The Connission <br /> cannot spend money on this permitting as it was once thought they could.
