Conservation Commission
March 1 , 1994
Page 8.
Public comments were requested: none.
Mr. Sherman stated ars option available to the applicant is to hire a consultant to
come in and do ars evaluation to show that this is negligible wildlife habitat.
Mr. Grotzke asked if the Commission is looking for him to redesign the site so they
do not encroach on the 50 feet - This was not the sense he had from the last meeting.
Mr. Desrosiers stated there should have been some comment on his offer of 5 Feet and
this discussion held at the last meeting to clarify issues.
ONTINUM TO APRM 710 1994 - 7:30 .m.
8:55 AFTER HEARMU AGENDA:
willowbend: Peggy Fantozzi asked to amend their Conservation Plan. All changes-
proposed are allowable under the regs- sin.ce the town AG reqs are in l bo.
Mr. Sherman stated all the work'can go forward .after he plan' is formally amended.
4 -
Ms Fantozzi stated there is no procedure through the Commission, but in working
with Don Liptack, -he -wanted to be" sure.the Commission is' Fin the loop. The orig-
inal g
inl agricultural plan approved called for a crescent shaped bog to become a pond.
The amended request is to expand the pond previously approved to taking this bog
out -of service; it will be ,water. - -The project-_is gust-. the water, the excavation
and the flooding. They will take the bog mat off and 'excavate -the buffer zone
area so -that the larea- ire blue will be water. -Excavation ofthe buffer zone falls
under normal maintenance. The problem area for changing the agricultural plan is
Bog Cell F, in order to make that into water. It is a combination use of reservoir
and tail water recovery system. They want the tail water recovery area to be plugged
into the system where it can do some good.
The second thing, on enlarging and having the capability of more open water for the
reservoir, is because these bogs to the south have now become obligate and have
been upgraded to a better condition. Now, the irrigation system that is being
dovetailed in to provide the water is part of the irrigation for the golf course
from their well.
- i
Mr. Homeyer asked if it will decrease the drawdown. Ms Fantozzi stated. it will
lessen the drawdown. He stated by increasing the size of the pond, they will be
inviting more geese and ducks which will increase the coliform rate.
s
Fanozzi si ted Willowbend has not had a problem with this. Fountains and
aeration will keep them out. Plans were shown with the changes to make Cell F
into a pond; no filling at this time. Work will be done in stages.
. Sherman asked if she would be involved in oversignt
Ms Fantozzi stated the names of contact people are in the file. The Commission
will be notified, as they have been very helpful.
NOTE: Motion made and seconded to provide Peggy Fantozzi with a letter for
Doxy Liptack that the Commission has been apprised of the changes and
accepts them. Unanimous Vote.
Brrw :' Mr. Sherman advised the application for 'the dock on the property was
received in 1987. At one point it was found the float was larger than permitted.
It was filed for and he had to go back to Chapter 9L.
