Ms Lanni -stated the Commission cannot address ownership issues . However, notice should be seat to the appropriate department that this issues has been raised An attestation of ownership rust be provided prior to issuing the permit . 8:30 WA UGIT BAY ESTUARINE- RESEARCH RESERVE for a Determination of Applicability on a request to conduct research activities in. the Waquoit Bay watershed with the installation of equipment for observations and measurements and taking of .samples . Bryce Tripp presenting., Mr . Sherman stated for legal reasons and appearances , this is a very valid -effort for obtaining such, Nor . Tripp stated they wanted to describe the re-search activities . If it is necessary to do anything more extreme, they are obligated to core back to the Commission. Rick Crawford is the research coordinator . WBNERR does not have control over independent action. Institutional support will channel people to work through WBNERR, There � is a mountain of data that has been assembled, incentive to work through WBNERR. Ir . Sherman stated the project is well put together and thought out . He felt it was 'u tifiable to give a conditional Negative Determination stating it is contingent upon all the work conforming to this descrip- tion; any time it doesn' t they are liable for further requirements for permitting. Mr . Homeyer asked if WBNERR even paid the Fine for the episode at South Cape Beach with the demolition of the Hall house? Mr . Sherman stated -they did not; it was discussed- at a• previous meeting. As he recalled, they were not liable for the fine . He will go back and check what was done it . Mr . Homeyer did not want any permit issued until they pa.y the fine . Mr . Sherman felt it was straightened out to the satisfaction of the Commission at the time but did not recall details . This is proposed by the research division and the other is not pertinent Mr, Desrosiers stated with groundwater monitoring wells , the Comr - ission has called for other people to provide their locations . Mr . Sherman stated no permanent structures are proposed and the Commission will be notified if they will be in the field for longer than one week. A permanent will have to be notified to the Commission specifically.
