There has been no <br /> further discussion of a reward either. <br /> Mrs. Ferriday will contact the liaison to the selectmen. <br /> TOWN REPORT: The Chairman is working on this report which is <br /> due on February 13th. <br /> FELLS POND BOG FILING: The Agent advised the old permit <br /> expired. John Johansen is working with Neil Besse on the <br /> filing. It makes sense to maintain different levels of <br /> succession for wildlife habitat, one unfortunate problem is <br /> that it is owned by Chris Burden who owes taxes on the <br /> property. According to Anne Shaw, the Commission can issue <br /> if the project has significant values.. <br /> Mrs. Ferriday asked the Agent to get this opinion in writing <br /> from Anne Shaw. <br /> IIAcc ANNUAL MEETING: The meeting has been changed from <br /> February 25th to March 4th. The Agent will have a complete <br /> list of workshops for the next meeting. <br /> TOWN PLANNER: Tom Fudala was present for discussion of the <br /> comprehensive Plan. As part of the plan., the first step is <br /> to adopt a set of goals and objectives. The Planning Board <br /> will hold a series of public hearings in the next few months, <br /> Concerning appointment to the coastal resource subcommittee, <br /> Mr. Homeyer advised he would be grilling to be representative <br /> for the Commission. <br /> VOTE: Notion made and seconded that Frank Homeyer be the <br /> representative of the Commission, <br /> Mr. Homeyer questioned the 100 foot requirement and asked if <br /> this could get into a taking mode for an undisturbed buffer <br /> area of 10 . Bylaw and State regs call for a buffer area of <br /> 100 feet; if someone is totally restricted from the use of <br /> that, is that a taking? <br /> Mr. Fudala advised one of the sources is goals adopted back <br /> in 1986 by the Selectmen and the results of a public opinion <br /> survey and also, the goals and policies of the Regional <br /> Policy Plan. We have, in effect, complied with what the <br /> county wants, We are setting goals and objectives, not <br /> making regulations. This is our wish, our ideal. We would <br /> have to allow for variances. <br /> Mr. Homeyer stated a zoning bylaw permits a 20 foot wide path <br /> down to the water's edge. lir. Fudala stated it is recognized <br /> that anyone owning waterfront property wants access. <br /> Mr. Homeyer referred to #16 and suggested when open space <br /> land is offered to the town that it be mandated that they <br /> stag on the tax roll, or perhaps a bonding-type thing: the <br /> money could be used for trails or wildlife habitat <br />
