1 - <br /> Some effort should be called on to study the best course of <br /> action. <br /> Mr. Rosenberg suggested a letter to the Selectmen to say that <br /> in view of the amount of public concern, the commission is <br /> disturbed there is no study or work toward a management planft <br /> Mr. Desrosiers stressed the amount of overwash from the Town <br /> beach. <br /> Mr. Sherman stated there are conflicting issues and values. <br /> Mr. Green stated that is why the selectmen called in DEP to <br /> do a small study. As far as the Herring Warden is concerned, <br /> he was there when the Division of Marine Fisheries told him <br /> to put in the boards. It is his right, by law, to make <br /> decision as to what is done. <br /> Mr. Sherman stated there will be a lot of political pressure <br /> to have the study done and it must be ensured that it <br /> provides valid information. <br /> Letter to be written for the Commission's review at the next <br /> meeting. <br /> DEN: concerning the rare species warden for the summer, the <br /> Commission would like to see that set up as a permanent <br /> issue. They have part-time funding this summer but could not <br /> commit to future years. With annual review, the commission <br /> could come to grips with it another year. At every annual <br /> review, there would be incentive to not approve a management <br /> plan if it did not provide superintendency of rare species, <br /> ov/ATV usage: There is some ambiguity that they stay on <br /> marked trails; there is no protocol for monitoring. The <br /> agent suggested until the issue is resolved, temporarily say <br /> no ATV or ov use is permitted until guidelines are in place <br /> for how to manage or permit them and where those trails are. <br /> He asked Richard Thibodeau, chief Planner for DEM, if he had <br /> any objections to this concept and he did not. He stated t <br /> have a ban during the summer is appropriate. To the best of <br /> his knowledge, they have never issued a permit and their <br /> regulations prohibit ov's on the beach; they have no <br /> intention of building ov roads or byways. <br /> Mr. Sherman stated this was explained to him and he agrees <br /> but this is somewhat in conflict with the 1981 agreement, As <br /> a way to get moving, he thought for the time being until <br /> something is presented to the commission, just say n . 1t <br /> does not mean the door is absolutely closed. The commission <br /> can revisit this. <br /> Maintenance of trails and boardwalks: The commission would b <br /> contacted first and any enlargement or new trails would <br /> require a filing. Normal maintenance would be allowed with <br /> notice., <br /> Storage of temporary boardwalks: It was agreed they would be <br /> stored in the new storage trailer. Mr. Lash advised they are <br /> there now. closing is at 8 :00 p.m. <br />
