MASRPEE WATERWAYS COMMISSION <br /> MINUTES MARCH 4 1996 <br /> COMMISSIONERS PRESENT: Jim Hanks, Don Lund, William Rowland, <br /> Herb Silver, <br /> Also present: Perry Ellis, Harbormaster <br /> Rick York, Shellfish Constable <br /> '.ALL To OD ER* The meeting was called to order at 7: 00 p.m. <br /> PUBLIC COMMENT: None,, <br /> MINUTES: Minutes of February 5, 1996 were accepted as written.. <br /> OLD BUSINESS <br /> Harborinaster Report:: Mr. Ellis reported the Town has received <br /> `fids from engineering firms in response to the RPP, He <br /> also received a $3 ,000 grant for Shoestring Bay. Still pending <br /> is approval by the State legislature to use mooring fees to <br /> help F g <br /> pay for d.redg ing. Mr. l 1 iF s has done some fiberglass work <br /> on boats with the nice weather. Capital Improvements Committee <br /> will be meeting tomorrow, and the new town dock will be <br /> discussed. Permits could be in place by July if a plan is <br /> submitted and approved. . <br /> Bennett Gordon' s dock was reviewed. The plan includes a dock <br /> ramd, float, and lifts, and the entire structure would extend. <br /> 59 ' from MHW ( ?o ' is allowed) . No objection. <br /> Shellfish Constable Re ort: Rick fork reported n <br /> -- - .__- - o an article <br /> that was written rep. developing aquafarins in Nantucket Sound. <br /> The problem of draggers was noted; the Division of Marine <br /> Fisheries and Array Corp of Engineers has jurisdiction in this <br /> area, Wel.lfleet was cited as an e am le where they enforced <br /> areas in Cape Cod Bay for aquaf arming and prevented dragger <br /> activity there. Mr. York reported there are not any applicants <br /> for the Waquoit or Popponesset Bay area; designations for <br /> these areas are not in place as yet. Mr. York brought a cop <br /> of Ch. 130 Sec. 61 and. cited that stakes or buoys are required <br /> for a uafarming grants, and Division of Fisheries will not waive <br /> this requirement. Mr. York further stated that buoys can note <br /> open for recreational use" on them. Mir. Hanks stated that <br /> discussion of this issue will be ongoing. Mr* Fork resorted <br /> that the Mashpee River will remain closed to she 1 if i shing due <br /> to fecal coliform counts, <br />
