MASHPEE WATERWAYS COMMISSION <br /> MINUTES DECEMBER 2, 1997 <br /> Chairman Jim Hanks called the meeting to order at 7 : 00 p.m. <br /> in Conference Room #3 , Mashpee Town Hall. . <br /> Present: Jim Hanks , Herb Silver, Fred Fordham, Bill Taylor , <br /> Gerald Daly. <br /> Absent: Paul Lumsden, Don Lund <br /> Other attendees : Ed Baker , Perry Ellis , Curtis Frye , Rick York <br /> Mark Burtis <br /> PUBLIC COMMENT: Mark Burtis , from Little River Boatyard, has <br /> applied for a shellfish grant to raise oysters. He displayed <br /> charts showing the design, three to four baskets hanging from <br /> floats , which will not disturb the bottom and takes into <br /> consideration other shellfishermen. Mr. Burtis stated the floats <br /> will be in the water 12 months and are for commercial use. <br /> Rick York stated that the Shellfish Commission voted favorably <br /> with the understanding that it will be closed to shellfishing <br /> during warm months. They think it will be spawning stock for <br /> the rest of Waquoit Bay. <br /> Mr. Ellis thinks this is a good idea and there will be no impact <br /> on navigation. Mr. Hanks polled the Waterways Commissioners <br /> individually, and each of them was in favor. <br /> Mr. Hanks likes the idea personally but for the record, he read <br /> from a letter dated 4/7/97 to the Board of Selectmen from the <br /> Waterways Commisssioners concerning the Wampanoag Tribal <br /> Shellfish Grant expansion. The letter recommends no new <br /> shellfish grants should be issued pending development and <br /> approval of new regulations including stipulations pertaining <br /> to thresholds of performance. Mr. Hanks further stated he would <br /> approve this only after seeing aquaculture regulations/by-laws <br /> approved by the Town. <br /> Mr. York stated the Shellfish Commission is in the process of <br /> revising the aquaculture regulations and researching what other <br /> Towns are doing. He further stated that the performance standard <br /> requirement was dropped from Ch. 130 and is left up to local <br /> authorities , and needs to be reviewed. <br /> Mr. Burtis stated that the State is supporting aquaculture , <br /> and he will comply with Mashpee ' s By-laws and Regulations. <br /> He hopes to begin this project this spring. <br />
