Mr. Silver motioned (amended by Mr. Hanks) to grant a conditional
acceptance subject to resolving the issue of aquaculture
regulations. Unanimous.
Mr. Baker reread Greg Penta ' s letter from the Army Corps of
Engineers dated 7-7-97 re: the Mashpee River dredging along
with the Aubrey flushing study and other reports , and he became
concerned. it seems the only reason they dive for considering
the dredging of the Mashpee River is water quality , and no
consideration is being given to navigation and shellfish bed
closures .
There is no consideration given to the saltwater wedge in the
beginning stages of the Mashpee River where there are shellfish
beds and which take into account stratification.
Mr. Baker feels measurements of flushing from the Mashpee River
to Popaonesset Bay are more significant than all the way
to Nantucket Sound.
He is concerned about the accuracy of the Aubrey Study because
of the stratification and their 90% mixing ratio and their no
impact conclusion. Dredging in the gut has shown an improvement
in the Mashpee River. Therefore, he feels we should be pushing
anecdotal evidence rather than scientific findings .
Mr. Baker submitted a letter to Mr. Hanks with his concerns
and arguments , and Mr. Hanks will make copies and distribute
them to the Waterways members .
MINUTES: The Minutes of August 5 , 1997 Executive Session and
November 3 , 1997 were both accepted as amended.
CORRESPONDENCE: Mr. Silver circulated a letter from USGS
offering technological assistance to do sonar testing and another
letter from Bob Whrite. nour to USGS outlining and making it
official what we want surveyed. Mr. Hanks received information
from Joann Ferragamo pertaining to dredging in Popponesset
Bay which she found in the archives .
OLD BUSINESS
Harbormaster Report: Mr. Ellis went out with USGS once. He
has attempted to reach them to acquire the disk with the results.
Hopefully , they will return in the spring to gather some data
on Ockway Bay .
Mr. Ellis will, send a letter to the Board of Selectmen requesting
the $30 ,000 approved at Town Meeting to install non-polluting
outboards on the department boats.
-2-
