o- <br /> Page 4 <br /> Waterways Commission <br /> Minutes-revised <br /> January 14, 1997 <br /> Review RFP for]fir in Process: <br /> Members of the waterways Commission reviewed a draft Request for <br /> Proposal (RFP)for professional Engineering Services to accomplish <br /> Phase I of a multi-phase project to improve the Mashpee waterways. <br /> (enclosed;reflected as a Draft, and dated 14 Jan 97) <br /> Discussion followed with respect to the RFP as presented for the <br /> multi-phased project consisting of all permitting processes,dredging, and <br /> the initial study of the Fopponesset Bay Area. <br /> As noted by Dr. Gordon, subsequent phases of the multi-phased project <br /> t <br /> may be obtained through separate contractors. There is no guarantee <br /> that the procurement of phase H will be acquired by the sane firm. <br /> We must deliver quantifiable information at the end of phase I that can be <br /> used in conjunction or in parallel to not defeat the competitive bidding <br /> process for phase II noted Dr. Gordon. <br /> Mr.Ellis indicated that main channel portion of the dredging proposal lies <br /> within the Town of Barnstable otult + He suggested the Commission <br /> discuss this matter with fir.Horn?Harbormaster of the Town of Barnstable <br /> to reach consensus, and review the option of shared costs. <br /> It was noted that dredging permits were issued for Popponesset Bay in <br /> 1986 to allow the dredging of a channel from the mouth of the bay to the <br /> sound, as well as the channel inside the mouth of the bay leading to <br /> Fopp one set Creel. These permits are being re-established, <br /> Mr.Ells indicated that h i Robert Whritenour,Executive Secretary <br /> e et with <br /> i <br /> today to discuss the RFP overview. He suggested the Commission <br /> consider simplifying the process, and submit an RFP for the dredging of <br /> the Mashpee River as Phase I of the intended project scope. _ <br /> p p � <br /> Im <br /> Mr. Ellis recommended to obtain <br /> rice quotes for the above to dredge <br /> p <br /> approximately 1 -1 Zoo' of the Mashpee River, 0'-80' wide and <br /> p <br /> at mean low tide.
