MA HPEE WATERWAYS COMMISSION <br /> MINUTES, APRIL 8, 1998 <br /> Chairman Jinn Hanks called the meeting to order at 7:09 p.m. in Conference Room#3,Mashpee <br /> Torn Hall, <br /> Present: Jiro Hanks, Herb Silver, Jerry Daly,Paul Lumsden,Don Lund, and Bill Taylor <br /> Absent: Fred Fordham <br /> Others: Perry Ellis,Dave Leveille, Bob Sampson, Rick'fork <br /> PUBLIC COMMENT; <br /> Bob Sampson, Monornoscoy Rd, presented his proposal for shellfish aquaculture in the <br /> center portion of his boat slip. The slip is large, and he only plans to have 4 boats there during <br /> the summer, therefore the edges where there are soft shelled clams are open to the public, and <br /> only the center part, which has a muddy bottom will be used for oyster trays. Mr. Sampson was <br /> asked to present this proposal to the Commission, because although the Selectmen have already <br /> approved the proposal,Mr. Hanks believed the Board of Selectmen should know the <br /> Commission's position on the question. <br /> MOTION by Mr. Silver to approve subject to adoption of new Aquaculture <br /> Regulations, Mr. Taylor seconded, voted unanimously. <br /> REVIEW ANIS ACCEPTANCE F MINUTES: <br /> MOTION by Mr. Silver to accept the Minutes of March 3, 1998 as corrected, <br /> was seconded by fir. Taylor and voted unanimously. <br /> CORRESPONDENCE: <br /> a.. Perry Ellis letter of 18 January on Aquaculture Moratorium <br /> b. Notes From Mr.Eric S mith pertaining to Loc al Comprehensive plan inconsistency <br /> 'P) <br /> with the Barnstable County Cornmission Regional Policy Plan(RIP <br /> c, Three notices of Dock Permit applications from DEP <br /> d. Dock Plans for 70 Popponesset Island Rd. (Moran) <br /> OED BUSINESS: <br /> 1. Harborrn aster lieMr. Ellis noted that a Torn Boundary on Popponesset had been <br /> y <br /> removed a contractor, but as a result of threatened legal action, it is being replaced, <br /> Mr. Ellis reported we have had two bass tournaments, on a the most recent tournament he <br /> is <br /> met there at 6:30, and since it was very windy he arranged to re--schedule them} several more aids <br /> to navigation have been placed in the water, he is obtaining a bids for a neer Labe boat, and is <br /> having a Work party Wednesday morning, 8 April to help prepare the remaining aids to <br /> navigation for deployment. regarding signs,Mr. Taylor pointed out to Mr. McGonagle that the <br /> signs in question are legible and in view to boaters, and that appeared acceptable. <br /> He also noted that there is aP lan fora patrolman to accom an Harbormasters and <br /> p y <br /> Waterways Assistants in the boats on weekends this summer to crag down on boating under the <br /> influence of alcohol. He plans to hold some training classes for the police and assistant <br /> Harbormasters in May. <br /> F <br />
