MASHPEE WATERWAYS COMMISSION <br /> MINUTES,2 FEBRUARY,1999 <br /> Chainnan Jim.Hanks called the meeting to order at 7;00 p.m. in Conference Room#3, Mashpee Town Hall. <br /> Present., Jim Hanks,Herb Silver,Bill Taylor, Jerry Daly and Paul Lumsden. <br /> Others: Ed Baker,Perry Ellis,Rick York, Wayne Taylor <br /> PUBLIC COMMENT: <br /> None. <br /> EVIEw AND ACCEPTANCE off'MINUTES: <br /> Mr.Taylor anode a suggestion that we should change under the"New Business" section, `{Mr. west forged <br /> the pen-nits"to say,"Mr.-west obtained invalid permits". Mr.Ellis stated that Mr, west had put a letter <br /> forward to the Conservation Conunission stating Mr. Ellis had approved his plan when he hada}t seen it. <br /> Mr.Taylor was concerned with term"forged". Mr.Hanks believes Mr.Taylor had a good.point and we <br /> should say that he had invalid permits. It should read,"'with invalid permits,he had the old dock tarn down <br /> and a new one rebuil t.}7 <br /> Mr. Taylor stated with that change he would make a MOTION to approvc the Minutes of January 5, 1999 <br /> and was voted unanimously. <br /> OLD BUSINESS: <br /> 1. Harboraster Report <br /> Mr.Ellis stated he did receive plans from Mr{ west. Mr.Ellis stated they are going to ask for a <br /> reduction in the float size ftom 8' x 16"to 6' x 16'. He is also going to ask for a reduction in the ramp to <br /> 18 feet. Mr.Ellis said that Mr. York, on the other hand,wants to permit him with a float right along the <br /> bulkhead so he will have a little water trough and not stick out at all. Either way would be acceptable to <br /> Mr. Ellis. Mr. Ellis' reconunendation will be a 6'x 16'instead of the 8'x 16'and the 18' catwalk. Mr. <br /> Hanks said once it was submitted to the waterways Commission,it would be previewed. Until it is <br /> submitted,the Commission has to go with the by-laws and recommend that it not be approved. <br /> Mr. Ellis also mentioned that he and Mx`.Taylor had spoken with Wayne Jaedtke. we are due to get <br /> the dredge somewhere around the 15''. Mr.Ellis said we are scheduled for 9,000 yards outside and up to <br /> 2,500 yards inside. He bas spoken with Bob Shennan, A.ccordirig to hien,we can do a pit on the low part <br /> of e spit again,where we had it before, we built a cage out of sand. we'll pump it in there and build it <br /> up about another three feet as long as we don't do too much damage to the dunes on either end, Hopefully, <br /> that will stop the wash overs. Mr.Ellis said Mr, Baker brought up a valid point. If the Cotuit side of the <br /> channel,wheire you come in, if it does close up, our only alternative will be to use the channel for <br /> Popponesset Island and hook into this channel to go out. So,Mr.Ellis said-,he will keep this cannel open <br /> and the outside open. Mr.Lumsden pointed out that every ounce that is taken out down there disturbs the <br /> river. He says he sees the river going down and that means to him anything that is dome is not good for the <br /> river. lir. Baker nide the observation that the Selectmen got the petition. Its exp to the Selectmen to <br /> determine how responsible they want to be to the reports from over 300 Mashpcc residents and taxpayers. <br /> They can decide what they want to do based upon the facts. Mr.Ellis stated there will be a pre-dredge <br /> survey done by the County. The out front section again will be 9,000 and the low spot will have a hole dug <br /> by the DPW for the deposit of that fan section. He will be leaving the 21"of February. He stated he will <br /> anecd some volunteers to go out and keep an eye on them to make sure they move the pipe every now and <br /> then and everything is done to our regulations. Mr. Hanks asked how they would configure the spit for <br /> depositing material from the outside channel, Mr.E11is answered they would scoop it around and Jay it <br /> right up on the beach like they did last time and then move the pipe down another 50 or 100 yards.
